I can tell the House that we have now built 3,400 Sure Start children's centres. There were none in 1997, but now there are five or six in every constituency in England. Three and four-year-olds are now entitled to a free part-time early education place. If the Conservative party persists in its policy of cutting Sure Start children's centres to serve a minority of children, millions of children will lose out on early education and the whole country will suffer.

In essence, the G20 London summit showed that international economic crises require international remedies in the form of clear and co-ordinated action in all the major economies. It is noticeable that not a single major economy currently believes in making savage cuts now.

My hon. Friend's comments help to make the very good point that not a single major economy around the world is now proposing to make savage cuts. Indeed, all the major economies in the world, both within the European Union and elsewhere, are talking about how they can make sure that they maintain a level of fiscal stability by maintaining a fiscal stimulus. I would just quote the words of President Obama. He said last April:""I think that this kind of co-ordination really is historic…I think that's a testimony to the great work that Gordon Brown did…I'm very proud of what's been done.""

Since 1997 there have been 226 transfers by 140 local authorities with 939,347 dwellings transferred. The amount of debt the Department has paid to the Public Works Loans Boards in respect of completed housing stock transfers to date is £4.124 billion.

[holding answer 26 October 2009]: Benefits are not paid to customers as a result of a diagnosis of chronic fatigue syndrome/myalgic encephalitis. Entitlement is based on the disablement that results from it and the effects of that disablement.The Department holds case specific information on the medical conditions of people who have made claims on the basis of a disability or illness. The information can be gathered from a number of different sources including the claimant, health care professionals involved in their care and departmental medical advisers.Decision makers consider all the available evidence before deciding on entitlement to benefit.

Friend agree that that would prevent them from implementing the Decent Homes standard, and that it could be seen as a tax on council house tenants?

What I have launched is not a review of the housing revenue account system but a plan to dismantle the system that has been in place for more than 20 years. That system has held councils back from being able to build and maintain homes at a decent standard. It is not just that there will be enough money in the system to ensure that all councils can maintain all their homes to a decent standard, because in fact there will be more money for those purposes over the next 10 to 20 years. I am now doing the detailed work with those local authorities that want the reform, which will replace the old system with a structure that will give authorities control over their own rents and housing. That will enable them to provide better services for tenants in the future.

That prevents them from giving the support that is needed for companies to retain and create jobs and to help the north-west region out of recession. Will he use his best endeavours between now and the next comprehensive spending review round to ensure that the pace of change in both health and local government funding is such that authorities such as his and mine receive the amount of money that the Government say they should? They will then have the headroom to ensure that the economy improves more rapidly than it otherwise would.

I am grateful to my hon. Friend for that question, and I congratulate him on the work that he in particular has done to put this issue into the public domain and into the in-tray of decision makers in Whitehall and Westminster. He makes the important point that although the gap has closed significantly, it has not closed completely. There is the developing national care strategy—it is important that this point is fed into that—as well as the pre-Budget and Budget processes to which he refers. There is also a critical point to consider about age and longevity within our region. I understand that he has written to the Prime Minister about that issue. There are regional discrepancies and significant discrepancies within many of our constituencies. The greatest discrepancies in some areas of Crewe and Nantwich that I visited on Monday are as much as 14 years, within the same area, in life expectancy for males. That is an important point across the region, but, taking the region against the national average, it is important that funding that recognises longevity also recognises prevention, and that we want our constituents to live longer. We have considered the electoral advantages of that, of course, and we decided that the alternative is not advisable.
On my hon. Friend’s serious point, money for health and local authority services that can help us to meet our targets on longevity is important. It is also important to recognise that there are extra costs in our constituencies for the very elderly—other things being equal. Closing that gap is an objective of Government policy and is extremely important in the CSR and the revenue support grant settlement.

The Public Land Initiative (PLI) was started in June this year as part of the Prime Minister's Housing Pledge. It will produce 1,250 new homes, including around 500 affordable homes, on a small number of sites owned by the Homes and Communities Agency (HCA). This is an important new initiative, not just because it will create much needed new homes, but because it is testing out a different approach to procurement and delivery.The interest from industry has been significant. 152 organisations attended a seminar organised by the HCA in July before the formal procurement started. This event attracted people from across the sector, including traditional housebuilders, construction and development firms, and registered social landlords. I have placed a full list of companies attending this seminar in the House of Commons Library.In December I will announce final decisions on the firms that make the panel as direct delivery partners, and the allocated sites. I expect the first builders on site by April and the first 50 of the new homes finished within a year of that.

Substantive answer from Kevan Jones to Neil Turner:"I undertook to write to you in answer to your Parliamentary Question on 14 May 2009 (Official Report, column 946W), about Service accommodation for senior Officers and officials on long term secondment to the Department.""Service accommodation is provided to house entitled Service personnel and their families in accordance with the entitlements set out in the Tri-Service Accommodation Regulations (TSARs). The Ministry of Defence (MOD) currently holds the following numbers of Service Family Accommodation properties (SFA) to accommodate entitled senior officers:"
"Senior Officers may also occupy SFA of a lesser type in cases where SFA to entitlement is not available or other circumstances set-out in the TSARs."
"All Officers of the equivalent Rank of Major and above are entitled to Single Living Accommodation (SLA) comprising of an en-suite bedroom and separate sitting area. There are currently 2,418 SLA bed-spaces of this type in the UK with a further 219 overseas."
"The information on cost is not held in the format requested and could only be provided at disproportionate cost."
"The MOD does not retain any accommodation for the purposes of accommodating civilian officials. For accommodating single Service personnel, this Department owns some 1,586 Single Living Accommodation (SLA) units in the inner London boroughs.For accommodating entitled Service families in the same area, the Department currently holds the following number of Service Family Accommodation (SFA) properties, the majority of which are leased from Annington Homes Ltd:
No separate estimate is made of the costs of living accommodation broken down by location and type.In, cases where SFA or SLA is required but not available, substitute accommodation might be sourced from the commercial rental markets. My right hon. Friend the Secretary of State visited Wigan just 10 days ago. Both he and I are clear that Wigan is a first-rate authority and we are pleased that it wants to take maximum advantage of the new freedoms and the new funding we are ready to make available to help councils build. I hope that my hon. Friend will work with his council to make the most of the opportunities we are now creating.

However, local authorities and primary care trusts are hampered from building on that success because they do not get the money that the Government formula tells them they are entitled to. Will my right hon. Friend meet me, and other colleagues with similar constituencies, to see whether we can find ways to tackle the problem?

I understand that Wigan will receive more than £21 million between 2008-09 and 2010-11 as an additional resource to help tackle problems faced by local people. Of course I am happy to meet my hon. Friend to talk about both the neighbourhood renewal fund and some other aspects of central funding to local authorities, but I do say that in the past few years we have increased those resources substantially. Where there is unemployment, we will be increasing resources to help people get back to work.

Information is available for 2004-05 to 2007-08 only.The following table gives the proportions of total legal aid expenditure for police stations, magistrates courts and the Crown court for attendance related work and includes work done in preparation for attendance. Work which is clearly not related to attendance such as police station telephone advice has been excluded. Expenditure not related to police stations, magistrates courts and the Crown court, such as representation for prisoners at prison disciplinary hearings has also been excluded.Overall legal aid expenditure is made up of criminal and civil legal aid. I understand that the ring-fencing of the Supporting People programme will abolished shortly—which I welcome—and the money will be included in the base funding for local authorities. I urge my right hon. Friend to take this opportunity to ensure that that money goes to local authorities on the basis of measured need, rather than historical spending patterns.

My hon. Friend has a proud record of making the case for the allocation of resources on the basis of need and ensuring that we address deprivation in particular communities. I am pleased that he welcomes the un-ring-fencing of the Supporting People grant for the very reasons that we debated earlier today. If we give more freedom and flexibility to local authorities, we often get better results from spending. I will certainly take notice of the points that he has made today about allocation on the basis of need and will report back to him fully.

My Department continues to focus on helping people through the recession through practical measures, such as our town centre strategy to try to fill up empty shops, and to build strong, cohesive communities where people want to live, work and bring up their families.
