I am most grateful to you, Mr. Speaker and I support the comments of my hon. Friend the Member for South Staffordshire (Sir Patrick Cormack). As a Conservative who in this House has consistently supported the mining industry, may I ask the Secretary of State how much he believes that clean coal technology can contribute to the security of energy supplies in this country? We have so much coal here that I believe that coal can continue to play a major role in energy generation.

The hon. Gentleman will be much missed from this House. He has been a fighter not just for coal but for manufacturing industry in general and he has distinguished himself and is known throughout the country for the work that he has done. He is right to say that clean coal technology is an important part of our future. We are shortly to pass the Energy Bill, which introduces a clean coal levy to fund carbon capture and storage demonstration. That could be a massive industry for the future for Britain and could benefit all our regions. I hope that the House will pass the Bill and that we can get on with the business of making that happen.

I am glad that the hon. Gentleman endorses some of what we have been doing over the past decade. Compared with 12 years ago, there are almost 250,000 more people in work in Scotland today, despite the recession. Most people in Scotland are passionate patriots and most Scots are not nationalists. That is why the longer the SNP is in power in Edinburgh, the smaller the support for breaking up Britain becomes.

Does the Secretary of State accept that a safe, successful and enjoyable birth is what every woman craves? Does he further accept that midwives are absolutely critical to the care given to a pregnant woman, not just before pregnancy, but during delivery and post-natally? Will he ensure that there are sufficient midwives to provide that quality of service?

I thank the hon. Gentleman for his question and I pay tribute to him in his honorary role with the Royal College of Midwives. I agree wholeheartedly with the way in which he has presented his question. It is crucial to give mothers the best possible support during childbirth. Eighty-nine per cent. of women say that the care they receive during pregnancy and childbirth is good quality, but there is more to do to ensure that that 89 per cent. becomes higher. We are recruiting more midwives. We have had 4,000 more since 1997; we need to recruit more to ensure that this one-to-one support is there. I pay tribute to the hon. Gentleman for the work that he has done.

That this House is proud to note that on 6 January 2010, for the first time in the history of the Parliament of the United Kingdom, the Union Flag was raised permanently above the Victoria Tower of the Palace of Westminster and now remains in place all day and every day throughout the year; further notes that the two additional flag poles located on the Parliamentary Estate at 1 Parliament Street and Portcullis House now also display the Union Flag at all times and have done so since 28 November 2009; believes that the decision to display the flag of the nation every day of the year from Parliament is something that Members of both the House of Commons and House of Lords should celebrate and take great pride in; and commends all those who played a part in helping to bring about this fine decision, including the authorities of both Houses, the President and members of the Flag Institute and the members of the All Party Parliamentary Flag Group, including the hon. Agricultural and horticultural shows, like the one in Poynton in my constituency or the annual trials held by the Macclesfield and District Sheep Dog Trials Association, are getting increasingly costly. They are also getting more difficult to organise each year because of regulations, health and safety considerations, and so on. Is there anything that the Government can do to try and ensure that these wonderful countryside traditions can continue?

Some of the great memories that I will take from serving as Minister of State at DEFRA over the past 10 or so months are the visits to agricultural shows across the country. I certainly hope that I will be able to continue to visit shows after the election, but that is beyond my gift. The Government recognise the importance of the shows, and I assure the hon. Gentleman that we will do what we can to help organisers make sure that they can continue.

We recognise the invaluable contribution made to the rural economy by small and medium-sized farms, and we have already discussed the sector's importance this morning. We work closely with the NFU, and we are aware that it has produced this checklist of policies that it would expect political parties to consider in advance of the general election—obviously we will be doing just that.

Although we have not made a specific assessment as requested by the hon. Gentleman, the financial viability of the agriculture sector is strong. Average farm business income across all farm types increased by 6 per cent. in 2008-09 and is expected to remain at similar levels for 2009-10. Although these are averages for all sizes, small and medium-sized farms would be expected to show the same year-to-year trends in income.

The Northern Executive, fully supported by the majority of the people of Northern Ireland, not least the Unionist population, have achieved huge success, with major concessions to the nationalist population. Will the Secretary of State confirm to the House that there is now absolutely no need whatever for any paramilitary activity, unless it is by a hard core of people who want to destroy the peace, stability and economic success of Northern Ireland?

The House will know of the historic vote that took place in Stormont on 9 March—nearly all parties in the cross-party community vote were in support. I simply say to the hon. Gentleman that there never has been a need for any paramilitary activity: not then, not now, not in future. As for concessions, we need to understand this as a matter not of concessions, but of power sharing. Both sides may have compromised, but they have done so for the good of everybody in Northern Ireland.

The threat level in Northern Ireland remains at "severe". The Government are not complacent about the threat that dissident republicans continue to pose despite their having little or no community support. The House will wish to know that the Police Service of Northern Ireland continues to disrupt the activity of that small criminal group. So far this year, it has made 51 arrests, brought 12 charges and made three seizures.

She will know also that many headmasters and headmistresses throughout the country believe that consideration should be given to banning these drugs. When will the Advisory Council on the Misuse of Drugs report on that matter and, I hope, say that those drugs will be banned, so that young people are not tempted to take them to get a temporary high—and do not kill themselves in the process?

We are committed to preventing and reducing drug use by young people. Drug use among young people has continued to fall over the last decade—
... Forgive me, Mr. Speaker. I am indeed seeking to group those questions. Fifteen per cent. of young people aged 11 to 15 used drugs in 2008, compared with 20 per cent. in 2001.

The Department for Transport has commissioned studies in northern England, as part of Delivering a Sustainable Transport System, which include rural aspects. We have funded a project with the Improvement and Development Agency to produce and publish guidance on accessible rural transport. We also work closely with the Commission for Rural Communities, and the Department for Environment, Food and Rural Affairs, who publish a number of studies each year.

For almost the first time in history, I agree with almost everything that the hon. Gentleman has said. He is right that it is really important for us to understand the challenges that face those who live in rural parts of the country. It is great for them to have a bus service that the Government have subsidised in record amounts, but if the bus comes once an hour, or once a day, the car is the only other form of transport, and we need to be sensitive to that.

We are the sixth biggest manufacturing power in the world. We are expanding in advanced manufacturing, digitalisation and a range of new industries, including aerospace, where we are doing extremely well. It is a vital part of the hon. Gentleman's region. Our capital allowances programme does more for manufacturing than any corporate tax cut proposed by the Conservative party, which would remove funds from manufacturing. Also, the regional development agencies and their commitment to manufacturing are vital to the future of this country, and they should not be abolished.

The Chancellor of the Exchequer takes a range of factors into consideration when contemplating rates of excise duty on road fuels. These include fiscal, economic, social and environmental considerations.In the medium term, sound public finances are essential in order to protect stability, employment and growth for all UK residents, including motorists.It is for this reason that at Budget 2009 the Chancellor announced that fuel duty would increase by 1p per litre in real terms, in April 2010 to 2013. These changes will also help to save 2 million tonnes of CO2 per year, by 2013.

I refer the hon. Gentleman to the answer to Question 3. [We are backing 470,000 additional youth opportunities, including through the £1 billion future jobs fund, as well as extra training and job opportunities. That is part of a youth guarantee, which is that all young people should be guaranteed a job, training or a work placement if they have been unemployed for more than six months].

The hon. Gentleman makes an important point. As a result of very low interest rates, which have been the right thing to support the economy as a whole, those who depend on savings income have been affected. That is why the Chancellor took action in the Budget last year to try to provide support for people through their savings. We will continue to do that through such things as individual savings accounts, but I agree with him about the importance of people being able to plan with some certainty. That is why I oppose his party's policies to rip up people's retirement age when they are already in their 50s.

The Federation of Small Businesses has advised Members of Parliament in a press release that some 69 per cent. of apprentices work in businesses with 50 or fewer employees. It has also said that many more apprenticeships could be created if the apprenticeship system were simplified and better promoted. Do the Government agree with that, and what action will they take to meet the views of that very sensible organisation, which represents the seedcorn of future businesses?

The hon. Gentleman has made an important point, and I agree that we need to do everything we can to make this easier for small businesses. Indeed, I have discussed the matter with the Federation of Small Businesses and other employers with the aim of doing exactly that. We have been working on this for some time, and we already have measures in place that are making it easier for small businesses to take this up. We want to urge as many small businesses as possible to find out about this and, as I have said, to take on apprentices and interns, because those small businesses that find it impossible to offer a full apprenticeship might still be able to take someone on for a temporary internship.

I have answered questions on this matter time and again. Programming does not always work perfectly, but it does serve to provide great certainty in timetabling the different stages of a Bill; it is, for instance, very helpful in timetabling Public Bill Committees. We must see these changes in the context of the other steps forward that we have taken in improving scrutiny, especially pre-legislative scrutiny and the introduction of evidence taking. Therefore, there are now many more opportunities for the scrutiny of Bills than previously.
