It is a great pleasure to ask a question of my old friend the Lord Chancellor. I fear that he may not have received complete information from his officials, because his immediate predecessor did ask for a call for evidence and for No. 10 approval of a call for evidence. It is true that the previous Prime Minister resigned before that request could be approved, but the previous Lord Chancellor did make it clear that he thought a call for evidence was justified. To be clear about the reasons why: it is not that Government are going to take a position on a possible change of law, but only the Government can gather the information about the effect of the current law so that Parliament can decide whether that law needs to be changed.

I am grateful to my old friend for the way in which he asked that question. I accept the comments that he made. It was not agreed that there should be a call for evidence, and it is not my plan to initiate one. However, discussions and conversations will continue, and the wealth of information out there on both sides of the argument is something that will prompt right hon. and hon. Members to continue this debate, either on the Floor of the House or by other means.

I find myself in a slightly curious position, sandwiched between the Liberal Democrats and the Welsh nationalists. I reassure my constituents and hon. Members that I remain a progressive Conservative while I am, sadly, independent in this House.
The Prime Minister�s late conversion to compromise is welcome, but I am sure she will understand the scepticism of those of us who have been working on a cross-party compromise for many months. Can she reassure me that she will enter discussions with the Leader of the Opposition and other parties without the red lines that have bedevilled the Brexit negotiations so far?

I want to ensure that we can do what people told us we should do, which is to deliver Brexit in an orderly way that is good for this country.

On 26 February, my right hon. Friend said from the Dispatch Box that

When will she give the House the opportunity to approve her extension request? When will she bring forward the necessary legislation to change the exit date?

The suggestion of the extension to the end of June was of course considered by the House last week. The request has gone into the European Union Council, and before it is possible for that request to be confirmed, it is of course necessary for the EU Council to agree that extension, because the treaty is clear that an extension can be applied for by the country that is leaving the European Union but it has to be agreed by all 28 members of the European Union. That will not be possible until the European Council at the end of this week.

Friend signal her Government’s support for their campaign during the play-offs by asking public buildings across England to fly the St George’s cross, alongside the Union Jack if they want? Will she also offer especial help to the right hon. Member for Islington South and Finsbury (Emily Thornberry) in raising her own St George’s cross to support our World cup campaign?

On the issue of flying flags, as I am sure my hon. Friend will appreciate, we are flying the armed forces flag at No. 10 this week, but I do want to join him in congratulating the England team on making it through to the next round in the World cup. I can assure him that No. 10 will be flying the England flag on the day of each of England’s matches from now on, and we will be encouraging other Government Departments to do the same. I can also say that I am going to go further than my predecessors: next year we will do the same for the women’s World cup.
The Secretary of State attended the launch of the new all-party parliamentary group on new towns, chaired by my hon. Friend the Member for Telford (Lucy Allan). My right hon. Friend will know that the new towns and Milton Keynes were created because they were able to acquire land at a reasonable valuation close to its current use. That is no longer possible, because of the Land Compensation Act 1973. Among his many admirable ambitions for housebuilding in this country, will he agree to look at the Act and the possibility of reforming the valuation of land that is acquired?

My hon. Friend speaks with great experience. He made a number of important planning reforms when he was a Minister. I will commit to looking at the issue he raises and point him to some of the work we have already done, including an amendment in the Neighbourhood Planning Act 2017 which allows the Secretary of State to designate planning zones.
The Prime Minister has made it clear that Brexit means Brexit. When it comes to the closure of Grantham A&E, now that the trust believes that it has recruited enough doctors, does she agree with me that temporary means temporary?

I know that my hon. Friend has been a strong champion of his constituents on this matter, and he has been campaigning tirelessly in relation to it. I know that he will agree with me that the first priority must be to ensure patient safety, and that is why a report was commissioned by NHS Improvement. I understand NHS Improvement is continuing to work very closely with the trust, and I am sure that my right hon. Friend the Health Secretary would be happy to discuss the detail with my hon. Friend.

The Government have made remarkable progress in cutting the deficit from the 10.5% of GDP that we inherited in 2010 to 2.5% now. May I therefore urge everyone to back the Secretary of State’s call for special borrowing to put in place the infrastructure that will unlock the hundreds of thousands of extra houses that we need? This is the kind of borrowing that we should all be able to support.

Staff shortages this summer led United Lincolnshire Hospitals NHS Trust to introduce a temporary closure of Grantham A&E, causing huge concern to my constituents. Will the Secretary of State agree to meet me and Jody Clark, the founder of a local campaign group, to discuss how we can resolve this unacceptable situation?

I am well aware, from representations made by my hon. Friend and other neighbouring MPs, of the concerns that that has caused locally. The Secretary of State has already indicated to me that he does intend to meet my hon. Friend and campaigners in due course.
