At a time when we need to make savings, is my right hon. Friend aware that Gloucestershire has seven local authorities? There are too many councillors and too many local authorities, so in the run-up to the Budget will he consider allowing us to bring in unitary authorities in places such as Gloucestershire? We could save £16 million a year by reducing the number of authorities from seven to two, by cutting the number of councillors and by reducing the amount of duplication. If we took a similar approach across the country, we could save half a billion pounds a year.

It sounds as though some of the changes to the hospital trust in north-east Hertfordshire are similar to those taking place at the Gloucester Royal hospital in my constituency, where four hospital wards are to be closed by 1 April, according to the chief executive of the hospital trust. This significant change is happening without any prior consultation with MPs or those in the local health community agencies. Will my hon. Friend urge the local hospital trust and its chief executive to consult before making such major changes?

I welcome my hon. Friend's reply. Does he agree that although the fund for preventing violent extremism has over three years been about £70 million, the overall faith pot has been about £15 million? Some of the best anti-radicalisation projects are also interfaith projects. Does he agree that this might be a good time to move some of that PVE funding and use it for more interfaith projects, which does not stigmatise any community?

Is my right hon. Friend aware that the alternative formula that was put forward in this Chamber three years ago by the hon. Member for South Cambridgeshire (Mr. Lansley) would reduce the funding going to our local NHS in Gloucestershire by £109 for every man, woman and child who lives there? Will my right hon.
