On the subject of heritage buildings, may I add my own thanks to yours, Mr Speaker, to the Clerk of Legislation, Liam Laurence Smyth, who really is an institution in this place? He was for many years a close colleague of my late father-in-law, Stephen Panton, who served this House as a Clerk for 33 years. Mr Laurence Smyth has done a great deal for many of us in this House and has been personally enormously helpful to me. While I am still in order, Mr Speaker, and on the subject of heritage buildings, does the Minister agree that for many people in South Norfolk the Diss Express feels like a heritage building and should be protected and celebrated accordingly?

I join my parliamentary neighbour, the hon. Member for Norwich South (Clive Lewis), in congratulating Norwich City Council on what it has done in Goldsmith Street. Is the Minister aware of what proportion of self-commissioned homes have the highest energy rating? Is he aware that triple glazing is almost standard in self-commissioned homes? What is he doing to encourage the Department for Levelling Up, Housing and Communities to have more self-commissioned homes?

Having recently had the opportunity to visit the west bank with the International Development Committee, I was able to understand just how much worse conditions have become in the past 10 years or so for Palestinian families wishing to see one another within the west bank. Will Ministers make time to visit Equipmake, a fast-growing specialised manufacturer of batteries for electric buses— which began as a start-up at the excellent Hethel innovation centre in my constituency, and having outgrown those premises, has moved to Wymondham, which was in my constituency but is now in that of the Science Minister, my hon. Friend the Member for Mid Norfolk (George Freeman)—so that the Science Minister and I can explain to them just how at the cutting edge Norfolk is technologically and how much more it can do with the right support?

There is very clear evidence that people who commission their own houses do so to much higher environmental standards, thus doing their own bit to protect against climate change.
