In fashioning the future foreign and defence policy of this country, will this Government and the next never forget the professionalism and sacrifice of Estonian forces fighting alongside British forces in Afghanistan and the professional and courageous military personnel who, on a tiny budget, show courage above all possible expectations?

I think that the hon. Gentleman is the last of the parliamentary swans making their swansong at questions this afternoon, but he is a very fine swan indeed. He has been a great Member of this House and I pay tribute to him and to the many other retiring sensible, pro-European Conservatives who still exist.
The hon. Gentleman is absolutely right about Estonia and its contribution. Our troops, in Afghanistan now and in previous conflicts, have known perfectly well that the Estonians have been very strong and successful allies of ours.

Does the Secretary of State agree that it is always a case of lies, damn lies and statistics, and that it is a matter of great regret that, since the Prime Minister lost his way on defence statistics, it has done nobody any good that we cannot trust the Government on their defence statistics? Does he agree that we really have to stop that, and that we have to have a perfectly straightforward, simple way, on which everyone can agree, of deciding exactly how much a Department is spending?

I do agree, but I do not believe that it helps when issues are blown out of all proportion, sometimes deliberately, to disguise the overall situation. I do not believe that the hon. Gentleman, knowing him as I do, would sit there and deny that there has been a substantial increase in the defence budget throughout the life of the Labour Government. He knows that to be true, and I do not think that he should try to suggest that the case is otherwise.

The total Ministry of Defence near cash budget was £26.8 billion in 2002-03 and £27.9 billion in 2003-04—an increase of more than £1 billion. Those are the only directly comparable figures, because the MOD did not have a non-cash Treasury departmental expenditure limit in 2002-03.

The transfer of most fast jet test flying and some evaluation activities, including 11 military and three QinetiQ posts, from Boscombe Down to RAF Coningsby is expected to result in a range of time, cost and performance benefits across Defence, including the more efficient use of flying hours, and an enhanced ability to meet the requirements of the front-line user, through the integration of developmental and operational test and evaluation activity.

I commend the hon. Gentleman for applying continuing pressure on this issue. He is right to do so, because the impact of abstraction can be significant in the beautiful areas that he represents. As he knows, we consulted last summer about implementing the remaining water abstraction provisions of the Water Act 2003, including on the removal of exemptions for Crown bodies. He will be slightly disappointed to hear that we are still considering the responses to the consultation. They are complex, so I am unable to say when abstraction provisions will be introduced, but we are actively considering all the detailed issues.

On 1 April 2010, the Fast Jet Test Squadron, currently based at MOD Boscombe Down, will complete its merger with 17 (Reserve) and 41 (Reserve) Squadrons. Under this new arrangement, most fast jet test flying will be conducted by the two RAF squadrons at RAF Coningsby. Evaluation advice will be provided jointly by QinetiQ and MOD personnel at RAF Coningsby and MOD Boscombe Down. A fast jet experimental flight, and the fast jets owned by QinetiQ, will remain at MOD Boscombe Down.

I might in the narrow context of female deans, but the hon. Gentleman will know that the number of women archdeacons is steadily increasing. There are currently 15 of them—14 per cent. of the posts filled. We have two excellent female deans, at the hon. Gentleman's own cathedral in Salisbury and at Leicester cathedral. I agree with him, however, that we ought to do more and that there ought not to be a glass ceiling.

The maintenance of local roads in England is a matter for each local highway authority. It is for each individual authority to assess which parts of its network are in need of repair and what standards should be applied, based upon their local knowledge.This Department endorses Well Maintained Highways, the code of practice for highway maintenance published by the UK Roads Liaison Group (UKRLG). The code of practice is available free on the UKRLG website:"www.ukroadsliaisongroup.org"The code advises local authorities to establish an inspection regime for their highways, and recommends inspection intervals for the various categories of highways.The Local Government Association have written to the Department requesting that funding be provided to local authorities to repair damage that they consider was caused by the 2009-10 winter. 13 authorities have also formally raised this issue. The Department is considering this matter.The Highways Agency is responsible for the maintenance of the strategic road network in England. The Agency has a road maintenance programme to ensure that carriageway maintenance is carried out at the optimum time, to minimise deterioration in the condition of the road and damage caused by severe weather, while delivering value for money.It is inevitable however that the recent severe weather will, in a small number of locations, cause a deterioration in the road surface condition. The Highways Agency does not however separately identify or estimate the additional maintenance costs directly associated with severe weather. The Agency's experience is that such costs are likely to reflect only a relatively minor part of the overall maintenance expenditure. Safety related defects such as potholes are treated promptly as part of the Agency's maintenance policy.The Department, the Highways Agency and local authorities together with the Devolved Administrations, through the UKRLG, consider the need for research, and development of guidance and policy on all aspects of road maintenance. The Highways Agency and local authorities also meet with material suppliers to identify the need for new materials and the evaluation and performance of existing pavement materials, including those used for repairs.

All school staff who work with children should undertake training to equip them to carry out their responsibilities for child protection effectively, that is kept up to date by refresher training at three yearly intervals. In addition to this, all staff in schools should follow the guidance contained in What to do if you're worried a child is being abused. This practice guidance tells people about the procedures to follow when passing on concerns and what will then happen.

The majority of schools have been teaching Personal, Social, Health and Economic Education (PSHEE)—which includes Sex and Relationships Education (SRE)—as a non-statutory subject for many years, through a mix of specialist PSHEE teachers, as well as form tutors.In general, budgets for teachers' continuing professional development (CPD) are devolved to individual schools and no central records are kept on how much of this money is spent on CPD for individual subjects. However, in recognition of the sensitive and varied topics covered in PSHEE, additional central funding for a national CPD programme has been available to schools for a number of years. This has resulted in around 8,000 teachers having been trained and a further 1,800 are currently in training this year.When PSHEE becomes compulsory in the national curriculum from September 2011, we would expect most of the teaching to continue to come from existing teachers who will receive supplementary training, either through the national programme identified above, or from locally sourced training paid for from school's local budgetsHowever, in recognition that PSHEE will be compulsory from September 2011, we are working with the Training and Development Agency for Schools (TDA), to develop a route through initial teacher training (ITT) to become a specialist PSHEE teacher. From September 2010, we anticipate that 200 trainee teachers a year will be trained to deliver PSHEE as an enhancement to their main subject area.To enhance PSHEE coverage in all ITT, we are changing the guidance so that providers of ITT will need to ensure that all of their trainees are familiar with the National Curriculum guidance on PSHEE that is relevant to the age ranges they will teach.
