To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential impact of the conflict in the Middle East on domestic energy bills.
To ask the Secretary of State for Energy Security and Net Zero, what assessment he has made of the potential impact of the conflict in the Middle East on domestic energy bills.
The conflict in the Middle East demonstrates once again the need to get off the fossil fuel rollercoaster and drive for homegrown clean power that we control.
As we drive forward with this agenda, we have also taken immediate action, including by removing £150 of costs off energy bills and expanding the Warm Homes Discount scheme to 6 million families, and we will keep doing all we can to help families in advance of winter.

I thank the Minister for his answer. Can he outline how he will implement the expansion of foster carers so that more children can stay close to home and in their schools, reducing their vulnerability to sexual exploitation and county lines—something that disproportionately impacts children in residential care? Will he also set out what more he is doing to support foster carers to make sure that they have an independent voice heard in local authorities, but also practical help such as house extensions and modifications, so that they can continue to increase the number of children they support and provide a home to?
I thank the Minister for his answer. My hon. Friend is right to highlight that we need to take action on a whole range of fronts to transform our fostering system, so that we can expand it and retain the brilliant foster carers we already have in this country. That is why we are backing the plan with £88 million. We are taking action to bring local authorities together to create new end-to-end fostering hubs with clear targets. That process is currently under way, and my hon. Friend is right to highlight the really important action of the Room Makers programme. The Government will fund the extension and expansion of foster carers’ homes so that they can take in more children. That is important, because we are funding a residential care system in this country that is the size it is because we do not have the foster homes that we need.

We are undertaking a once-in-a-generation reform of children’s social care, which includes ensuring that children in care are surrounded by enduring, loving relationships close to their communities, their friends and their schools. Creating an extra 10,000 homes in foster care is my top priority as the children’s Minister, and we are now implementing an ambitious action plan to meet that target.

Yesterday, I launched the land use framework, a blueprint for how we can make the most of our land. We will shortly be publishing our waste crime action plan to give the Environment Agency police-style powers to crack down on these criminal networks. Earlier this week, we announced more than 600 flood defence projects. Earlier this month, I led the first agrifood trade mission to Washington to promote the new 13,000 tonne beef quota. I also took part in the second UK-Ireland summit, alongside the Prime Minister and other members of the Cabinet. Next week, I will chair the first food and farming partnership board. Today, we are opening the King Charles III England coastal path, which I am sure Members across the House will agree is a wonderful achievement.

This Labour Government are committed to doubling the size of the co-operative and mutual sector, as we laid out in our manifesto. We already have some very successful agricultural co-operatives such as Arla and Openfield, which benefit the farmers in those co-operatives and their local communities.

We are committed to delivering the measures outlined in the Small Business Plan including removing barriers to entrepreneurs, through the most significant package of legislative reforms in 25 years to tackle late payments.
My department also supports entrepreneurs with funding and mentoring through the British Business Bank’s Start-up Loans and our newly launched Business Growth Service.
We will continue to support entrepreneurs at every stage such as those in Doncaster through our Growth Hubs, I believe my honourable friend’s local Hub is Business Doncaster.

I am grateful for my hon. Friend’s advocacy on this issue. Britain is the start-up capital of Europe. We are doubling down to ensure that once businesses are started up, they can scale up, stay and build their innovation here, which is why we are also the unicorn capital of Europe. We will double down and make sure that all that innovation, job creation and wealth creation remain here benefiting Britain, including my hon. Friend’s constituency.

This government is committed to ensuring that coalfield communities across Britain build stronger, brighter futures. Our Pride in Place strategy sets out how we will deliver up to £5.8 billion over ten years to 284 neighbourhoods experiencing the highest levels of deprivation, including many coalfield communities.

Energy bills are too high, and Britain is too dependent on the rollercoaster of gas prices. That is why the autumn Budget reduced the cost of levies on energy bills to save households £150 on average from April this year.
I am pleased that the Government are sticking to their pledge on reducing energy bills, as the Minister rightly points out, with an average of £150 coming off annual bills this April. Does he agree that that is a good start, but that we must continue to work across Departments to ensure that we make further progress on the cost of living in this Parliament?

My hon. Friend is absolutely right: people need to see inflation come down, and that is what the Office for Budget Responsibility and the Bank of England forecast to happen. As she said, from April our plans for energy bills will save households £150 on average, which is something she has campaigned for over the past 18 months. I am pleased energy companies have confirmed that those savings will be passed on to those with fixed tariffs. She asks that we go further, and I should add that we have extended the £150 warm home discount to a further 2.7 million of the poorest households.

Transport is a key enabler of economic growth. That is why we are investing £92 billion to maintain and modernise our roads and railways, to deliver major projects such as HS2 and East West Rail, and to support leaders in our towns and cities to improve local public transport networks. This will strengthen connectivity, unlock productivity and support a thriving UK economy.
