We have made huge progress in decarbonising our electricity sector, but decarbonising transport and heat is much more tricky. Will the Minister encourage our plans in Copeland to harness any power that can be obtained from new nuclear for that purpose, and will he meet us so that we can discuss those plans?

I should, as ever, be delighted to meet my hon. Friend, and very happy to discuss the opportunities that are opening up for her community and others throughout the United Kingdom. Indeed, I have visited her constituency and observed for myself the huge enthusiasm for new nuclear, as well as the additional benefits that it can bring to the wider energy sector.
Will the Minister confirm that Nuclear Decommissioning Authority-owned land adjacent to Sellafield will be made available for new nuclear? More specifically, will enough land be made available to accommodate two 470 MW Rolls-Royce power stations and their ancillary buildings and spaces?

I can confirm that Moorside is indeed a candidate for new nuclear, and it is one of a number of potential sites for hosting civil nuclear projects. Great British Nuclear is currently running a competitive process to select those small modular reactor technologies best able to facilitate operational projects in the 2030s. That said, the project needs to run its course, and I know my hon. Friend will understand that no decision on sites has yet been made.

The civil nuclear road map reconfirmed the Government’s ambition to deploy up to 24 GW of nuclear power by 2050. It sets out plans to make investment decisions about 3 GW to 7 GW every five years between 2030 and 2044.
It is brilliant to hear about all of this progress. What assessment has the Minister made of the value for money cap in connecting the hardest-to-reach households and businesses, of which I have many in my very rural, incredibly beautiful but sparsely populated constituency?

My hon. Friend’s constituency has very low gigabit connectivity, partly because its geography makes connections very expensive. That is why we launched one of our very first contracts in Cumbria. Some 15,000 premises are going to be connected across Copeland, and we are trying to stretch the contract as far as it will go. For premises that will not be reached, we will look at other technologies so that we can get to them as quickly as possible.

What steps her Department is taking to improve rural connectivity.
We have made huge progress in connecting the countryside. In 2019 only 6% of premises had gigabit-capable broadband; now it is 80%, and the UK is building gigabit networks faster than any country in the EU. This month we launched another six Project Gigabit contracts to connect another 690,000 rural homes. The shared rural networks are tackling mobile notspots and we have satellite trials for the very hardest to reach.

The Cumbrian Coast railway is vital to the energy coast, for both passengers and freight. I welcome the extra funding and services that Network North will bring, but could the Rail Minister update me on the latest progress?

I would be delighted to update my hon. Friend. She will know that the upgrade of the energy coast line was one of the commitments in the Network North document. The Department is now working closely with Network Rail and local stakeholders to revisit the scope of the interventions, which were presented in the 2022 outline business case, and we expect that work to conclude later this year.

I thank my right hon. Friend the Farming Minister for meeting my farmers in Wasdale last year. I am sure that sure the journey through the English Lake district was inspiration to provide those payments for stone walls.
I have continued that conversation in a succession of farming policy information suppers. There is a keen desire among farmers to take advantage of ELMs; what they are overwhelmingly asking for, though, is clarity about what to go for and when to go for it to achieve the most successful, sustainable and profitable farm business.

My hon. Friend is truly privileged to represent such a beautiful part of England. We are collaborating with stakeholders to ensure that our schemes work for them. We regularly communicate with them through the Department for Environment, Food and Rural Affair’s farming blog, by meeting them at trade shows, through ministerial visits, and through stakeholder organisations such as the National Farmers Union, the Country Land and Business Association and the Tenant Farmers Association. We are also providing free business support to farmers and land managers in England through the future farming resilience fund. Grants and schemes for farmers are published through our single funding page.

This year, we are increasing payment rates under environmental land management schemes, through a 10% average uplift, and we are adding about 50 new actions, so that farmers can access the most comprehensive offer yet. The sustainable farming incentive and countryside stewardship mid-tier application process will be streamlined, making it easier for schemes to slot into farm businesses.

Do my right hon. Friend the Secretary of State and the Minister for Nuclear and Networks, my hon. Friend the Member for West Aberdeenshire and Kincardine (Andrew Bowie), agree that the very best location for two 470 MW Rolls-Royce small modular reactors is next to Sellafield, which will use some of the power and is a centre of nuclear excellence?

My hon. Friend is another great champion for nuclear. It gave me great pleasure to visit her constituency just a few weeks ago to see the great work being done at Sellafield. As we have set out, we aim to deploy up to 24 GW of nuclear energy by 2050, and we remain open to all available technologies that will deliver it. We are developing a new national policy statement that will provide the planning framework for new nuclear power beyond 2025. We are consulting on a proposed way forward for determining how new nuclear developments might be located.
