That this House congratulates the Mayor of London, Ken Livingstone, for his inspired initiative and leadership in bringing the Grand D??part of the Tour de France to London in July 2007; further congratulates the Mayor, the Tour de France organisation, the Royal Parks, the Metropolitan Police and other police forces, partners in the event, associated events and activities, employees and volunteers, all others involved, and most of all the 189 riders, including British riders Mark Cavendish, David Millar, Geraint Thomas, Charly Wegelius and Bradley Wiggins, for providing three days of outstanding live sporting entertainment to several million people in London and South-East England and to many more millions of people throughout the world; and believes that this will give greater impetus to cycling in the UK and that it has been an excellent showcase for the United Kingdom and its ability to stage major sporting events as London prepares to host the Olympic Games in 2012.

That this House believes that family support and respite services are vital for families of children with Fragile X Syndrome and autistic spectrum disorders; notes that local authorities and other partners highlighted family support and respite as priority issues to be addressed with regard to autistic spectrum disorders in the recent National Audit of Support, Services and Provision for Children with Low Incidence Needs, commissioned by the Department for Education and Skills; regrets that support for families of children with Fragile X Syndrome and autistic spectrum disorders varies across the country and is insufficient overall; welcomes the Treasury review of children and young people as an opportunity to consider ways to improve support for families with children with these conditions; and calls on the Government to work with local authorities to ensure that appropriate and timely services are in place to prevent families from reaching crisis point.

That this House notes that carers play an important role in providing vital support to many of the 120,000 people with Parkinson's disease in the UK; recognises that there is no cure at present for Parkinson's disease and that the condition is degenerative and progressive; acknowledges that caring for someone with Parkinson's disease can be demanding socially, psychologically and physically; further notes that over three-quarters of carers who look after someone with Parkinson's disease have a health problem themselves and many report more than one; welcomes this year's Parkinson's Awareness Week with the theme, Time to Care, which takes place from 6th to 13th April and aims to raise awareness of the valuable role carers play; and calls on all honourable Members to join with the Parkinson's Disease Society in challenging Parkinson's disease by supporting PAW and agreeing to look at all practical ways of implementing better services for people with Parkinson's disease, their carers and families.

That this House agrees with the Chairman of British American Tobacco that people are better of avoiding tobacco; accepts the position of the pub and restaurant trade that non-smoking is the general norm and there should be increasing provision of facilities for non-smokers and the availability of clean air; recognises that this House has a responsibility to provide a good working environment for its honourable Members, officers and employees; notes that the Scottish Parliament is entirely smoke-free; acknowledges that almost three-quarters of smokers want to quit smoking but because tobacco is addictive, many smokers find it very difficult to stop; understands the importance of supporting smokers trying to stop, including the provision of smoke-free places that help smokers deal with temptation and craving; and believes that occasions such as No Smoking Day on 13th March are excellent opportunities to try such policies within the House.

That this House congratulates the District Audit on its damning Review of Grant-Funded Economic Development Schemes of Gwynedd Council, published in November 1999 and reported to the Wales Office (Office of the Secretary of State for Wales); deplores the actions of Plaid Cymru members of the Council criticised in the Review for not declaring their interests in companies of which they were directors when discussing the allocation of public funds to those companies; further notes the failure of a Plaid Cymru councillor to fulfill his statutory obligation to register directorships of companies; notes the many further irregularities disclosed in the Review and, recognising that Gwynedd is included in the area awarded Objective 1 status secured by a Labour Government, believes that decisive action is required by the Council because, in the words of the District Audit, 'it must now ensure it has adequate arrangements in place to ensure that value for money is obtained from Objective 1 investment and the highest standards of probity are maintained'; and calls on the said Plaid Cymru councillors to resign and for the Council urgently to implement the recommendations of the Review, failing which this House believes the public will not have confidence in Gwynedd Council.

That this House is concerned for the well-being of people who contracted Hepatitis C from contaminated blood products given to them under NHS treatment up until the mid-1980s; regrets that to date 113 such people have died from Hepatitis C; supports the campaign of the Haemophilia Society to obtain financial assistance for those affected in line with assistance received by those infected with HIV; and while recognising that the NHS was not negligent, asks the Government to consider how these people can be helped financially to enable them to live normal lives.
