That this House welcomes the 1991 Triennial Report of the Advisory Council on Science and Technology, and its conclusion that the United Kingdom needs to develop a vision of the opportunities which will arise in a more integrated Europe; regrets that science and technology have been much neglected components of the European debate; heartily endorses the Prime Minister's conclusion in his preface to the report that it will stimulate further debate on the direction and deployment of research and development resources; and therefore calls on the Leader of the House to provide an adequate and early opportunity for such a debate before irrevocable decisions are taken on the scale, direction and organisation of the nation's science.

That this House notes with deep concern reports of the possible closure of Britain's experimental Nuclear Structure Facility at Daresbury, Warrington, with the loss of 150 jobs, because of a funding crisis at the Science and Engineering Research Council; agrees with the many leading universities who have protested against this move that the closure of the Nuclear Structure Facility would be a serious blow to British science, leaving much vital research work unfinished, terminating important collaborative research projects, damaging the reputation of British science abroad and leading to the premature termination of work on one of the world's most successful particle accelerators; supports the view of the former Prime Minister, the Right honourable Member for Finchley, who wrote last July that the Facility `. .. is at the frontiers of research in several fundamental areas' through `exciting projects' like the Anglo-French Eurogam programme, which is now threatened; calls upon the Science and Engineering Research Council not to take any irrevocable action until all available scientific and financial options have been fully examined; and asks the Secretary of State for Education and Science to intervene to save the Facility by providing extra funding as required.

That this House congratulates Undeb Cenedlaethol Athrawon Cymru, which is celebrating its 50th anniversary this month; acknowledges that since 14th December 1940 this independent trade union has been a thoroughly constant defender and promoter of the rights of teachers in Wales; recognises especially the untiring work of the union in campaigning for Welsh-medium education; further recognises that the immense growth in Welsh-medium teaching is due, in no small part, to Undeb-Cenedlaethol Athrawon Cymru's persistent campaigning; believes that Undeb Cenedlaethol Athrawon Cymru's existence had offered a vital lifeline to teachers who are Welsh-speaking or Welsh learners in particular; noted that Undeb Cenedlaethol Athrawon Cymru is the only registered union in the United Kingdom which is not represented directly at committees set up to ensure consultation and negotiations over teachers' pay and conditions; and calls on the Government to allow full and equal participation to Undeb Cenedlaethol Athrawon Cymru in the new pay negotiation framework as a recognition of its work during the past five decades.

That this House acknowledges the vital role played in the education system by home tutors and supply teachers; believes that their work should be rewarded by a salary which reflects their commitment, dedication and professionalism; denounces the decision taken by Cheshire County Council to slash by up to 30 per cent. the incomes of home tutors and supply teachers in the county; and deeply regrets that financial mismanagement on the part of Cheshire County Council has once again resulted in the taking of foolish, unpopular and otherwise unnecessary decisions to reduce the quality of local services and the morale of dedicated workers.
