That this House expresses deep concern over the intensification of Chinese state repression against Tibetans; recognises that on 2 July 2026, Tibetan activist Lobsang Palden, widely known as Lobga Rangzen, set himself on fire outside of the United Nations Headquarters in New York, a day after China’s new so-called Ethnic Unity and Progress Law entered into force; notes that this was in protest of China’s continued occupation and repression of Tibetan identity, religion and political expression; condemns the Ethnic Unity and Progress Law in which Article 63 provides a basis for the Chinese authorities to target individuals and organisations overseas alleged to have undermined ethnic unity; further notes that this pattern of intimidation is spreading to UK soil as uniformed Chinese security personnel stood behind glass doors of the Chinese embassy shouting and pointing live stun batons toward Tibetan protesters; acknowledges this weapon is illegal in the UK and that Chinese embassy personnel acted as if they were in China, not the United Kingdom; and urges the UK Government to take every appropriate measure to prevent these instances of transnational repression that pose a direct threat to the safety, rights and freedoms of Tibetan, Uyghur, Hong Konger, and all other diaspora communities living in the United Kingdom.

That this House acknowledges that the reduction of the UK Official Development Assistance (ODA) from 0.5% to 0.3% of Gross National Income (GNI) has, and will continue to cause, significant destruction and harm across the globe, making the world a more volatile and dangerous place; recognises that the reduction of global aid puts conflict prevention and humanitarian responses at risk; reflects that long-term investment into global peace and security is fundamental to reducing future costs faced by both the Home Office and the Foreign, Commonwealth and Development Office; notes that many of the current international crisis’s have been exacerbated by a lack of international aid; regrets that the UK Government has not allocated any future funding to atrocity prevention; considers that the UK Government is creating further global instability and perpetuating the humanitarian situations which cause a rise in individuals needing to seek asylum by failing to commit to ODA now; further notes that the reduction of ODA funding will induce higher future costs to the Government and will risk the lives of the most vulnerable around the world in the process; calls on the UK Government to pledge to investing in international development as a sustainable approach to ensuring security and safety across the globe and as the moral and fiscally responsible choice to make; and urges the Government to reconsider this policy ahead of the Budget and to commit to maintaining a 0.5% spend on the way to reinstating 0.7% of GNI on ODA before 26 November 2025.

That this House stands with the people of Ukraine against the illegal invasion and occupation of their country by Russia; believes that sanctions on Russian exports and, in particular, Russian-produced fossil fuels, are necessary to help reduce the ability of Russia to fund its ongoing invasion; welcomes that the UK Government has prohibited the importation of Russian liquefied natural gas (LNG) into the UK; notes with concern, however, that British companies continue to be involved in the transport and sale of Russian LNG from Russia to other countries; further notes with extreme concern that it has been reported that Glasgow-based corporation Seapeak Maritime Glasgow Ltd own and operate six tankers transporting Russian LNG and at least 12 tankers transporting Russian gas through the Arctic Ocean have protection and indemnity insurance provided by UK-based insurers, including North of England P&I Association, Standard P&I Club per Charles Taylor & Co, and UK P&I Club; believes that companies involved in the sale and exportation of Russian LNG should not be eligible for Government assistance, financial or otherwise; and calls on the UK Government to close current loop-holes that allow British-based companies to transport Russian LNG despite previous sanctions.

That this House applauds the Animal Welfare (Sentience) Act 2022, enshrining in law the ability of animals to experience joy and feel suffering and pain; notes the science-based campaign For Life On Earth, with its Beagle Ambassador, rescued laboratory dog Betsy; is shocked to see the continuing harrowing exposés that show thousands of laboratory dogs being intensively bred in the UK, underlining the consequences of the Animal Welfare (Sentience) Act 2022; further notes that scientists in the wider scientific community, outside of the animal-based research sector, acknowledge the failure of animal testing in the search for human treatments and cures, and that those experts include pharmaceutical industry scientists, an Editor in Chief of the British Medical Journal, the US-based National Cancer Institute, which states cures for cancer have been lost because studies in rodents were believed, and the Food and Drug Administration, which states that nine-out-of-ten new medicines fail to pass human trials because animals cannot predict responses in humans; also notes Doctors Greek and Shanks' Trans-Species Modelling Theory, founded upon the theory of evolution, which explains why animals fail as predictive models of humans; and calls on the Government to mandate a rigorous public scientific hearing, judged by independent experts from the relevant science fields, to cease the funding of the now-proven failed practice of animal experimentation and increase funding for state-of-the-art human-based research, such as human-on-a-chip and gene-based medicine, to prioritise treatments and cures for human patients, and stop the suffering of innocent laboratory dogs and other animals.
