That this House notes the Love Shouldn’t Wait campaign to make the marriage process simpler, fairer and fit for the modern age; further notes that fewer than half of UK adults are now married for the first time in recorded history; also notes evidence that cost and bureaucracy are major deterrents with 61% of adults citing the cost of weddings, and 26% say they would remove the mandatory 28-day notice period; notes that compassionate and urgent cases, such as serious illness, military deployment or visa deadlines, have opaque pathways to a quicker marriage ceremony, and that it is perversely now easier to get divorced; further notes that digital technology would enable faster verification and registration, as other countries including Denmark, Germany, America and China have already demonstrated; and accordingly calls on the Government to firstly support a review of how the statutory 28-day notice period operates, to allow a transparent and fair fast-track, yet still rigorous, process, secondly consider simpler and clearer national guidance, digital-first and written in plain English, so that couples understand their rights and responsibilities, and thirdly work towards alignment across UK jurisdictions, ensuring that Scotland, England, Wales and Northern Ireland operate within a coherent, modernised framework.

That this House regrets the omission of possible sites in Scotland from the Government's list of potential sites of future nuclear power stations published on 15 April 2009 because of the anti-nuclear policies of the SNP devolved administration in the Scottish Parliament; notes that Chapelcross, near Annan, is one of those sites so omitted despite the support of the workforce and the local community for a Chapelcross 2 power station; further regrets the adverse impact that the failure to consider new nuclear stations in Scotland will have, not just on the economy of Dumfriesshire, but on the whole of Scotland and the threat it brings to the nation's energy supplies in the medium term; welcomes the comments of the Secretary of State for Energy and Climate Change calling on the Scottish government to review its anti-nuclear stance; and encourages it to do so forthwith.

That this House notes that 24 February 2009 will see the end of Border Television's news broadcasts to the South of Scotland, Cumbria, North Northumberland and the Isle of Man, from its Carlisle studios before their closure and sale; further notes that its flagship Lookaround news programme is now to be produced in Gateshead, with a 15 minute opt-out for the former Border region from a combined Border and Tyne Tees news service; believes that Border Television and its Carlisle news studio provided its viewers with well-informed, local and entertaining news coverage for nearly 50 years and did much to protect the strength of local identity and cross-border links in the essentially rural communities it served in the South of Scotland, Cumbria, North Northumberland and the Isle of Man; further notes that Border also acted as a valuable platform in the careers of some of the most highly-regarded broadcasters in the United Kingdom; regrets that these qualities of Border Television and the strength of public opinion in the Border region were insufficient to persuade Ofcom not to allow the merger with ITV Tyne Tees; and hopes that the spirit and quality of Border Television, and particularly its emphasis on the importance of strong local stories in news gathering, can be carried forward under the new arrangements from Gateshead.
