That this House congratulates the Kashmiri community on Kashmir Solidarity Day on 5th February and for all their tireless campaigning; notes that the Kashmir dispute dates back to partition in 1947; believes that it is a tragedy that the Kashmir dispute is still unresolved; supports the 1948 UN resolution calling for a plebiscite in Jammu and Kashmir; further welcomes the Prime Minister's support for the self determination of the people of Kashmir; welcomes the moves now being made by Pakistan and India through dialogue; believes, however, that until there is an end to the daily human rights abuses no peace can be found, and that it is a priority to stop the human rights violations and essential that international human rights organisations are allowed into the disputed territory to monitor the situation; further notes that this is the longest-running international dispute between two nuclear powers, yet the attention the media gives to the most dangerous flashpoint in the world is disappointing and concerning; and calls on the media, in the wake of Kashmir Solidarity Day, to give greater coverage to the issue of Kashmir to ensure the focus is on everybody to find a peaceful solution.

That this House notes with concern that the two super regiments, ie. regiments of two battalions or more, of the Royal Anglians (RA) and the Princess of Wales Royal Regiment (PWRR) face amalgamation and loss of title due to the proposal to cut one battalion from the Royal Regiment of Fusiliers (RRF); notes that this is due to all three regiments being in Queen's Division and, given that the RRF would be unsustainable as one battalion, the only way the Queen's Division could continue would be to merge all five remaining battalions; further notes that the proposal is to call one of the new super regiments of three battalions the Royal English Fusiliers, and that this would mean one of the two historic regiments of RA or PWRR losing their historic title; further notes that, given all three regiments were amalgamated, or cut, in 1970 and 1992, it would not be fair or equitable to amalgamate them again; further notes that they are all now successful two battalion regiments with no recruiting problems; and does not accept that this proposal would meet the Army Board's own success criteria.

That this House celebrates the huge historic and continuing role that foreign and Commonwealth recruits play in the British Army; notes with concern the proposal that their numbers are not to be included in the Infantry Review; proposes that the Army Board should return to its initial policy and include the figures when looking at each battalion's figures; and strongly believes that every soldier is equal and should be counted as such.

That this House notes with dismay the eleventh hour decision by the Director of Infantry to propose cutting one of the two remaining Fusilier battalions of the Royal Regiment of Fusiliers (RRF), the effect of which would be to make unsustainable the RRF, the one remaining Fusilier regiment in the British Army; believes that it is not fair and equitable to cut three large regiments of six or more sustainable battalions of the Queen's Division representing 17 counties whilst retaining three battalions from a single county; further believes that this breaks the Army's stated ambition of moving to super regiments of two or more battalions; further notes that along with recruiting strength, sustainability and recruiting footprint it makes up the four most important success criteria the Executive Committee of the Army Board (ECAB) established; recommends that the ECAB support the proposal that the fourth battalion comes from a division that has not been cut historically in 1970-92 as the Fusiliers were, that does not have the same strength and proven track record in recruiting to very high establishment numbers, that does not have as large a geographic recruiting footprint and that would not destroy a division with three super regiments; and further believes that the ECAB's criteria are correct but they must stick to them to ensure the integrity of the review.

That this House notes with regret the Secretary of State for Transport's announcement on light rail and the great concern and disappointment of the people of Greater Manchester; welcomes his acceptance that the Manchester Metro has been successful and that it got a good assessment from the National Audit Office; accepts that there has been a dramatic increase in the costs of the planned extension; welcomes the Secretary of State's agreement to sit down urgently with local authorities, GMPTA and the financiers urgently to review the affordability of the scheme; and calls on the Secretary of State to do this at the earliest possible opportunity, given the pressing timetable especially with the potential impact on economic regeneration in the areas covered by the Oldham, Rochdale and Ashton under Lyne and South Manchester extensions.

That this House welcomes the measures the Government has taken to reform the funding of long-term care and improve health and social care services for older people; believes that the implementation of free nursing care funded by the NHS and benefiting 35,000 older people ends an unfairness which successive Conservative governments failed to correct; welcomes the investment of ??900 million by 2003-4 in better care services for older people which will be free at the point of use; and further believes that the right way to improve the health and well-being of older people is continued investment in the NHS and social services benefiting the many and not the few.

That this House notes India's use of military aircraft in Indian-controlled Kashmir for the first time outside wartime, that there is a bigger ratio of troops per adult male in Indian-controlled Kashmir than anywhere else in the world and that the Principality of Kashmir is the only state not to have had a plebiscite at partition; further notes that United Nations resolutions were passed at India's request in the 1940s promising a plebiscite yet 50 years on no such plebiscite has taken place; believes that until there is a demilitarisation and an end to the constant human rights abuses to men, women and children by the Indian forces in Kashmir a plebiscite is impossible; believes that the policy of 'leaving it to India and Pakistan' clearly has not worked; welcomes the Foreign Secretary's position that as India is a nuclear power the international community has a duty to protect human rights in Indian-controlled territory; believes that the conflict in Kashmir will not be resolved unless the international community puts pressure on the Indian Government to demilitarise and honours the United Nations resolution promising a plebiscite; and calls on the British Government to do all it can to ensure this outcome.

That this House notes that palliative care is provided in a number of settings, most notably by the hospice movement, yet most people's experience of palliative care is in a hospital setting; believes that it is crucial that National Health Service trusts take their responsibility to deliver the highest quality palliative care seriously; further notes that many hospitals have a named individual, usually a nurse, on each ward who is responsible for palliative care and that although this is well-established practice the training and resources made available to maintain a high quality palliative care network are less well established; believes that it is unacceptable for people still to suffer from a second-class palliative service in hospital; and calls on the Government, working with outside professionals and organisations, to identify existing good practice and ensure all United Kingdom citizens can expect the same high levels of care currently experienced by the minority.

That this House welcomes Ministers' proposals to change the national census to allow the Kashmiri population in the United Kingdom to write in their chosen identity; notes that the Irish United Kingdom community had this ability at the last census, and that in the next census it is proposed to formally give Irish as a choice rather than having to write it in; further notes that the Kashmiri population in the United Kingdom consists of up to half a million people; further notes that the census is there to provide crucial data for public and private sector providers and that data on the Kashmiri community needs to be systematically gathered to be of use; and requests the Government to reconsider the proposal to formally recognise the Kashmiri population in the next census.

That this House welcomes the Rochdale Canal Trust project to restore one of the oldest canals in the country, a project to which the Millennium Commission has committed ??11.9 million, with a similar amount from English Partnerships; notes that this would bring a total of over ??23 million and provide many jobs for those doing the restoration, and many more by encouraging development of businesses along the canal corridor; regrets the fact that Town Centres Securities plc, the owners of the Rochdale Canal, have failed to come to an agreement with the Canal Trust, despite 12 months' negotiations on a purchase agreement; regrets that the project is now in real danger of losing the much needed money; and calls on this House to support any initiative that would resolve this situation as soon as possible.
