That this House commends UK companies, large and small, that are creating an economy that is based on sustainability, believes that retaining a sustainable manufacturing base is important to reducing the UK's carbon emissions; further believes that clean technology and sustainable manufacturing and services will become increasingly important in the development of future economies around the world; is concerned by any outmoded perceptions of British manufacturing as being dirty, poor quality or a second-rate occupation; is further concerned by the number of British companies in the manufacturing sector that have ceased trading or have moved their operations overseas in the last three years; and welcomes campaigns created from within the sector to celebrate British green industries and demonstrate to the public, both at home and abroad, the excellence that exists in the UK.

That this House believes that many learning-disabled victims of crime are denied a fair hearing in court because they are seen as unreliable witnesses; believes that this leads to criminals, including abusers, seeing such people as easy targets and that many criminals go unpunished; therefore welcomes the establishment of the Home Office's inter-departmental review of the criminal justice system; and calls upon the review to consider how learning disabled victims can receive fair treatment within the criminal justice system and in particular from the Crown Prosecution Service and the courts.

That this House applauds the Foreign Secretary's statement on ethical values as the foundation for Britain's foreign policy; regrets the lack of progress made so far by the international community in achieving the civil agenda of the Dayton Agreement, notably the establishment of national institutions, freedom of movement, media freedom and return of refugees; calls upon the British Government, therefore, to use its international influence to secure a long-term commitment for the maintenance of a large and powerful military force beyond the date set for the withdrawal of US combat troops in July 1998; and urges the constructive use of that military force to ensure stronger support for the Hague Tribunal, especially as regards the arrest of indicted war criminals such as Karadzic and Mladic, and also the use of the international force to oppose human rights violations to enforce the right of return of all refugees and displaced persons to their original homes in security and safety, and to ensure that the OSCE conducts the municipal elections in September 1997 in accordance with acceptable international standards.

That this House notes the dismissal of Mr Keiron Stanley, the Hospital Manager at St. Lawrence's Hospital, part of the Lifecare Trust, Croydon, on a charge of sexual harassment; notes with great concern that his senior appointment was made despite his being suspended on two occasions, first from Warlington Park Hospital and, second, from a senior post with North Staffordshire Health Authority; notes that his application to North Staffordshire was supported by a reference from the present Chief Executive of the Lifecare Trust, Mr Ian Semple, who failed to mention that his long-standing friend had been suspended in Croydon; notes too that later Mr Semple, following the second suspension, then appointed him to a senior position with the Croydon Lifecare Trust, this despite the North Staffordshire Health Authority bringing matters to the attention of the Croydon Health Authority at the conclusion of their investigation; and therefore calls upon the Secretary of State for Health to mount an urgent investigation into senior management practices at the Lifecare Trust, specifically its senior staff appointment system, given the evidence of clear nepotism, the failure of the Trust's Board to safeguard staff and patients' interests, an alleged climate of fear, and the case of sexual harassment.
