That this House notes the decision of the Secretary of State for Social Security to exclude pensioner members of schemes from nominating or voting under the draft regulations for the prescribed rules in the selection of member nominated trustees; believes that pensioner involvement in every stage of the nominating and selection process is essential if occupational pensioners are to be reassured of the security of their pension schemes; is concerned that, in the wake of the Maxwell affair, the exclusion of pensioner members of schemes may provide a loophole for delinquent employers to avoid the independent scrutiny of a pensioner trustee; and calls on the Secretary of State for Social Security to reconsider his decision prior to laying the regulations before the House.

That this House notes with concern that, with United Kingdom beer excise duty rates currently around seven times higher than in France, cheap imports of beer continue to flood into Britain at the rate of 1.1 million pints a day and that one-third of this amount is destined for illegal re-sale; believes that the maintenance of a high rate of United Kingdom beer excise duty represents a direct incentive to smugglin and crime, harms British pubs, clubs and off-licences, exports jobs and profit and investment to the Continent, severely distorts competition in the Single Market in favour of Continental producers and retailers and damages an industry which generates 900,000 jobs; believes it is unrealistic to expect other European governments to increase their duty rates significantly in order to solve a British problem; and urges the Chancellor to take serious note of the report of the Parliamentary Beer Club 'Beer Tax Inquiry' and to announce an immediate reduction in beer duty rates in his forthcoming Budget and to set a strategy for phased reductions to the median European level, in order to remove the economic incentive for large scale personal importation and smuggling, to safeguard the traditional British pub and British jobs and to promote fair competition in Europe.

That this House notes the attempted entry on 30th October 1995 by the honourable Member for Bristol North West in the Register of Members' Interests to the effect that the current rules of the Register preclude him from making an honest and complete declaration in accordance with the aims of the Register and that the existing entry is incomplete and misleading; further notes that it has been necessary for the honourable Member for Bristol North West to publish what he regards as a full declaration of interests and potential interests in the form of a press release since there is no opportunity for him to do so in any permanent form in the House; and believes in the light of this that the Select Committee on Members' Interests should look again at the restrictive rules currently imposed in order to ensure that honourable Members can use their own judgement as Right honourable and honourable Members as to the interests they declare.

That this House welcomes the release of the last batch of UN hostages by the Bosnian Serbs; acknowledges the important role played in the negotiations by Karolos Papoulias, Foreign Minister of Greece, and the Greek Defence Minister, Gerasimos Arsenis; welcomes their initiative, together with the recently achieved detente with Albania and multilateral exercises with Albania, Bulgaria and Romania, as a clear demonstration of the important part which Greece can play in defusing the crisis in the Balkans and in establishing conditions of peace, stability, co-operation and development in the region; and urges Her Majesty's Government to work to the full with its Greek counterparts to exploit the uniquely catalytic role which Greece can play in the Balkans.

That this House notes that whilst there is a widowed mother's allowance there is no such support for widowed fathers and their children, and that this arises from the benefit system's outdated assumptions about the roles of men and women as parents; believes that motherless children deserve the same opportunities for parental attention and the same living standards as fatherless children; and therefore calls upon the government to provide equal benefits for all widowed parents and their children.

That this House notes the unprecedented strong language of Post Office Chairman Mike Heron and Chief Executive Bill Cockburn when criticising the Government for delaying its decision on the future of the Post Office; agrees that a sense of crisis is growing within the Post Office, with cuts in investment and huge increases in the external finance limit as the price paid by both the Post Office and its customers for Government mismanagement; recognises that the comments of the Chairman and Chief Executive are born out of utter frustration; and urges the Government to admit its plans to privatise the Post Office are not only misplaced dogma but massively unpopular and should be abandoned forthwith, instead giving the Post Office the commercial freedom within the public sector which management and unions have jointly demanded so that the British Post Office can become the leading force in an increasingly competitive and global mail market. That this House notes the continuing worry among elderly people about the impact of VAT on fuel bills; is concerned that linking compensation for higher fuel bills to income-related benefits will not help pensioners with incomes just above the qualifying limit, nor those who do not claim; believes that many hundreds of thousands of pensioners who miss out on benefits will have real difficulty meeting the extra costs of fuel once VAT is levied; and calls on Her Majesty's Government to increase the basic state retirement pension to cover the cost to pensioners of VAT on fuel.

That this House notes with concern the large scale slaughter of migratory birds in many Mediterranean countries particularly in Cyprus and Malta; is appalled that in Malta alone over three million wild birds are shot or trapped each year, many of them illegally; notes with dismay that the newly elected President of Cyprus has lifted the two-year ban on the Spring shooting of migratory birds with effect from Sunday, 25th April; calls upon Her Majesty's Government to maintain its own ban on the Spring killing of wild birds in the United Kingdom Sovereign bases in Cyprus; notes that many birds species killed in Cyprus and Malta are afforded special protection in the United Kingdom and other EC member states under the EC Directive on the Conservation of Wild Birds and that the situation in Malta and Cyprus may prejudice their joining of the European Community; notes with concern that Cyprus is in breach of the Berne Convention on the Conservation of European Wildlife and Natural Habitats; calls upon the Governments of Cyprus and Malta to enforce their domestic wildlife legislation; notes that the next meeting of the Commonwealth Conference takes place in Cyprus in 1993; and calls upon her Majesty's Government to take the lead in seeking to persuade the Governments of Cyprus and Malta to enforce and improve the controls relating to the killing of migratory birds.

That this House condemns the action of the Conservative honourable Members for Avon who, whilst remaining silent in their constituencies at the prospect of a local poll tax of ??500, held a secret meeting with the Secretary of State for the Environment demanding that the poll tax cap Avon County Council, a hung authority run by a coalition of Tories and Alliance, forcing them to cut spending immediately by ??72 million, smashing local services, whilst at the same time refusing to meet with Avon county councillors to discuss the disastrous effects of the poll tax; calls on those Conservative honourable Members to publicly declare their opposition to the poll tax; and demands that in the best interests of the ratepayers of Avon the government abandon its plans for its introduction.

That this House deplores the conduct of certain honourable Members in accepting invitations to be briefed on matters of current concern by outside organisations and then neither turning up for the briefing nor sending an apology; deplores the discourtesy of the honourable Members for Manchester, Withington, Newcastle upon Tyne Central, Glasgow, Pollok, Crewe and Nantwich, Ashfield, Eccles, Makerfield, and Preston in accepting an invitation to a half-day briefing and lunch by the Royal College of Surgeons on Wednesday 29th November and then failing to appear or to be heard from; and notes the contrast between the professed concern of Labour honourable Members for the National Health Service and their interest in hearing the facts.
