That this House deplores the fact that the Government's changes to the 2005 Regulations on NHS Pharmaceutical Services allow supermarkets to squeeze small pharmacies out of the market; is concerned at the adverse impact the recent planning application made by Tesco's, in Princes Road, Chelmsford, will have, if granted, on the smaller pharmacies in Gloucester Avenue, Wood Street, Writtle Road and Moulsham Street, Chelmsford; considers it disgraceful that the decision-making process vested in the primary care trusts (PCTs) does not allow them to consider the wishes of customers in determining a 100-hour application; and calls on the Government to revise the current rules so that pharmacy applications can be judged by local PCTs solely on whether they are considered to be necessary and desirable.

That this House expresses its grave concern at the plans to impose massive house building on Essex and Mid Essex as part of the Government's Sustainable Communities Plan; welcomes the Environmental Audit Committee's report on housing entitled Housing: Building a Sustainable Future, which criticises the Government's plans as not adequately considering the environmental impact of the proposed increase in house building; further notes the extensive environmental impact such massive house building would have on the local area; shares the Committee's concern at the lack of an adequate evidence base for the Government's plans, which fail to refer to environmental protection, which do not make adequate efforts towards sustainability, and which are likely to result in a significant increase in the number of local properties flooded; calls on the Government to amend its plans to take into account the environmental impact of such development and to agree to further research as recommended by the Committee; notes that the current proposals will lead to overdevelopment in Mid Essex and other parts of the South East and East and will also create traffic congestion, overcrowding on trains and other public transport and place undue pressure on all local services and public facilities; condemns the Government for pressing ahead with this plan even though the East of England Regional Assembly has withdrawn its support; and calls on the Government not to take forward the current misconceived proposals, which will be harmful to the Chelmsford Local Authority area and Essex.

That this House calls on the Government to ensure that the Post Office closure programme for urban post offices is conducted systematically and only after first consulting all relevant parties including post office users, local public bodies and authorities and the relevant honourable Member of Parliament, allows for adequate time for such consultation, takes into account not only the distance between existing post offices but also physical obstacles such as hills, rivers, canals and major roads between each post office and the nature of the community served by each post office including factors such as deprivation and concentrations of older or disabled people, has special regard to the level of deprivation in the area being served by the post office, and takes the views of both the public and Postwatch into account before announcing any closures; believes that the Government's failure to intervene has resulted in the closure of urban post offices which would have remained open had a systematic closure programme with full consultation been undertaken by the Post Office; and therefore deplores the closure of any post office which did not take these factors fully into account.

That this House welcomes the decision that at least one town should be awarded the title of city to commemorate Her Majesty The Queen's Golden Jubilee; believes that this should be bestowed on Chelmsford, the county town of the county of Essex, the site of the cathedral for the diocese of Chelmsford, the administrative centre for Essex County Council and Chelmsford Borough Council and the main site of the Anglia Polytechnic/University; furthermore believes that it is most unusual that the county of Essex does not have one single city within its borders; and believes when this is rectified it is most appropriate to do so by bestowing city status on Chelmsford.
