To ask Her Majesty’s Government, further to the Written Answer by Lord De Mauley on 1 July (WA 231–2), with which other government advisory committees the Advisory Committee on Pesticides works where their wider work is relevant to pesticides.[HL814]

The Advisory Committee on Pesticides has worked with the Defra Expert Committee on Pesticide Residues in Food; the Committee on Toxicity of Chemicals in Food, Consumer Products and the Environment; the Committee on Mutagenicity; the Committee on Carcinogenicity; the Veterinary Products Committee; and the Advisory Committee on Dangerous Pathogens, where appropriate.
The extent of this work has varied from simple information exchange, to requests for specific specialist advice, to joint working groups.

The independent Advisory Committee on Pesticides (ACP) has considered the evidence on neonicotinoid insecticides on a number of occasions. Following its meeting on 29 January 2013 the Committee advised that there were grounds for a review of neonicotinoid authorisations under the pesticides legislation, and officials in the Health and Safety Executive's Chemicals Regulation Directorate (the UK pesticides regulatory body) have started this work. The detailed record of the ACP’s discussions can be found on its website at:

The ACP provided further advice following their meeting in March. Again, this is available on its website.

Dr Harris and Professor Hutchinson have declared that their employers have received funding from companies selling neonicotinoid pesticides. Arrangements for dealing with declarations of interest are posted on the ACP webpages. In the case of neonicotinoid pesticides one of these two members has not been present during the discussions after declaring a personal specific interest.

Full details of the members of the Advisory Committee on Pesticides (ACP) are published in line with the provisions of the code of practice for scientific advisory committees. These details can be found on the ACP pages of the following website:
www.pesticides.gov.uk
All members declare interests in line with the code of practice both on an annual basis (these are published in the ACP annual report), and at the start of discussion of each item during meetings. Interests of members joining the committee in 2012 will be published in the annual report for 2012. Declarations of interest made at each meeting are published with the minutes and detailed records of those meetings.
