To ask the Secretary of State for Health and Social Care, pursuant to the Answer of 16 January 2018 to Question 123159, how is mental health expertise adequately represented across the disciplines involved on the Advisory Committee on Resource Allocation.
To ask the Secretary of State for Health and Social Care, pursuant to the Answer of 16 January 2018 to Question 123159, how is mental health expertise adequately represented across the disciplines involved on the Advisory Committee on Resource Allocation.
The Advisory Committee on Resource Allocation covers a range of technical expertise, and has experience of a range of service areas, including mental health services. NHS England do not maintain a detailed up-to-date audit of members’ skills and experiences. At least two-thirds of the committee have some professional experience of mental health services, as an academic, a health analyst, a National Health Service manager, a commissioner, or a clinician.
Where necessary, NHS England draws on its expertise to ensure the Advisory Committee has access to the knowledge, skills and expertise it needs.

NHS England has published historical summaries of previous meeting papers relating to 2016/17-2018/19 allocations. These relate to the papers discussed at the first three of the last ten ACRA meetings, held in October and November 2015 and February 2016. They are available at the following link under the sections ‘ACRA documents’ and ‘Research reports’:
https://www.england.nhs.uk/2016/04/allocations-tech-guide-16-17/
To collate the full meeting papers of the previous meetings would incur disproportionate cost. However NHS England expect to publish further historical summaries supporting the advisory committee's recommendations for 2019-20 allocations by the end of the financial year 2018-19.

The future role of the Advisory Committee on Resource Allocation will be to provide advice to both NHS England on allocations to clinical commissioning groups and the Department on ring fenced public health grants for local authorities, facilitated by a secretariat that is based in NHS England.
The membership of the committee and its subgroups is now being reviewed by NHS England to develop proposals that ensure that it continues to have the right expertise for its important work, including the right mix of academics, clinicians, national health service managers, local authority managers, and representatives of patients and service users. The membership will be agreed between NHS England and the Department.

The Advisory Committee on Resource Allocation (ACRA) is an independent expert committee comprising directors of public health, general practitioners (GPs), academics and NHS managers. It also supported by a Technical Advisory Group (TAG). We expect the membership and governance of ACRA to be reviewed during the year to ensure it continues to be fit-for-purpose for the new commissioning systems. As of October 2012 there were 35 ACRA or TAG members. The detailed composition was:

ACRA has looked at the issue of additional cost of delivering services in rural areas numerous times.
Other than a small adjustment for the cost of Emergency Ambulance Costs they have never been able to identify evidence that would allow them to quantify the size of an adjustment for rurality.
However, the recommendations published on 10 January, highlight the potential of a new community services dataset, currently under development, to give the first truly evidence based insight into the impact of rurality on the provision of healthcare.
