The Defence Investment Plan does not identify specific autonomous rotorcraft platforms for inclusion in the Hybrid Air Wing; that is the role of the PANTHEON programme, which will deliver a range of Vertical/Short Take-Off and Landing Autonomous Collaborative Platforms for use in the maritime domain.
The Defence Investment Plan allocated almost £220 million over the next four years to enable PANTHEON to service a range of effects, to include intelligence, surveillance and reconnaissance, strike and logistics lift, which will augment and where possible, replace effects currently delivered by crewed helicopters.

The Royal Navy's Crowsnest Airborne Surveillance and Control capability, which provides the Airborne Early Warning function from Merlin Mk2 helicopters for the Carrier Strike Group, has an Out of Service Date of 31 December 2029.
The Defence Investment Plan has announced that the future carrier based airborne early warning system will be introduced between 2030-2035 and that this system will be autonomous. All potential solutions to meet this requirement for the QEC aircraft carriers are now being considered as part of development of the Hybrid Carrier Air Wing.

Projects VIXEN and ARK ROYAL have been incorporated into the Royal Navy’s Maritime Aviation Transformation Strategy (MATX). MATX envisages a Fleet Air Arm that is ‘uncrewed where possible; crewed where necessary,’ and will help to realise the Hybrid Air Wing recommended in the Strategic Defence Review.
Projects VIXEN and ARK ROYAL are no longer in use. Instead, Project VANQUISH has been established to demonstrate a short take-off and landing, jet powered Autonomous Collaborative Platform capable of operating from a Queen Elizabeth Class carrier. The project will generate evidence to inform the development of uncrewed fixed wing aircraft for operation from Royal Navy aircraft carriers without requiring the installation of Assisted Launch and Recovery Equipment (ALRE), subject to Defence Investment Plan decisions.

Equipment to enable UK F-35Bs to undertake Shipborne Rolling Vertical Landings (SRVL) is fitted to HMS Prince Of Wales (PWLS) and underwent initial trials in 2023; the results of those trials continue to be analysed by a commercial partner. When complete, this will enable the Ministry of Defence to make an accurate assessment of the benefits and cost of further developing the SRVL system for operational use.

The Royal Navy (RN) is exploring Fixed Wing Autonomous Collaborative Platforms (ACPs) as an augmentation for the F-35B Lightning jets embarked on Queen Elizabeth Class (QEC) carriers. This would be as a means of providing additional strike capability and air-to-air refuelling within the Hybrid Air Wing construct. The RN will work collaboratively with the Royal Air Force to evaluate emerging solutions for this capability.
Project Vanquish, the demonstration of a short take-off and landing jet- powered ACP to a QEC carrier, was recently announced by the First Sea Lord and is the first step to realising this ambition.

The Royal Navy recognises the potential of autonomous systems to enhance the resilience and flexibility of Carrier Strike operations. All options for a Carrier Onboard Delivery capability are being considered, and work is currently underway to explore unmanned, autonomous, Maritime Inter- and Intra-Theatre Lift (MITL) capabilities, including trials of fixed and rotary-wing aircraft capable of operating from Queen Elizabeth Class carriers.
This approach is consistent with the development of the Hybrid Air Wings recommended in the Strategic Defence Review. Investment decisions are being developed and will be published in the Defence Investment Plan.

The Queen Elizabeth Class (QEC) aircraft carriers were designed with adaptability in mind, enabling capability upgrades throughout their service life. This flexibility ensures the Royal Navy can integrate emerging technologies and maintain operational advantage.
The Royal Navy remains committed to building combat mass while staying at the forefront of innovation. As part of this effort, a £316 million contract has been awarded to deliver the advanced DragonFire laser weapon system from 2027. This cutting-edge capability will augment the Type 45 destroyers and operate alongside the QEC carriers within the Carrier Strike Group, enhancing layered defence and future-proofing the fleet against evolving threats.

The SRVL upgrade cancellation listed on p.140 of the MoD Annual Report and Accounts 2024-25 refers only to the fitment of SRVL equipment to HMS Queen Elizabeth (QNLZ) in 2025. There is no impact to the equipment already fitted to PWLS, and the MOD retains the ability to fit such equipment to QNLZ when the outcome of trials in 2023 are fully understood. This represents a Defence Choice; weighing up costs and benefits to prioritise the MOD’s resources effectively.

I am withholding the specific criteria for achieving Full Operating Capability as it would harm the security and capability of the Armed Forces. The declaration of Full Operating Capability remains on track. The decision will be based on objective criteria and the subjective assessment of the Senior Responsible Owner, following detailed and rigorous analysis, which will be captured in the Full Operating Capability acceptance case report.

The Royal Navy continues to work collaboratively with the Royal Air Force to investigate the potential for fixed wing Autonomous Collaborative Platforms (ACP) to enhance the strike capabilities of the UK’s Queen Elizabeth Class aircraft carriers.
ACPs provide the opportunity to generate additional combat mass, improve operational persistence, and offer more choice to the operational commander by reducing risk to life. The physical ability for ACPs to operate from the Queen Elizabeth Class aircraft carriers is an essential attribute to enable their deployment by the Royal Navy.
