Mr. Miller: To ask the Secretary of State for Defence if he will make a statement on the use of animals in defence research. [76922] Dr. Lewis Moonie: The independent Animal Welfare Advisory Committee (AWAC), chaired by Dr. Robert C Hubrecht, has recently published its sixth Report. The Animal Welfare Advisory Committee was set up in 1996 in response to parliamentary and public concern about the use of animals in defence research. Its purpose is to consult, inspect and make all necessary enquiries into all aspects of animal care and their use in establishments of the Defence Science and Technology Laboratory (Dstl). It has also been agreed between the Ministry of Defence (MOD) and QinetiQ that the work at Alverstoke should remain within the Committee's remit. All work with animals undergoes an ethical review process and has to demonstrate that as much as possible has been done to replace the procedures with alternatives not using live animals; to reduce the numbers of animals used in particular studies; and to refine the procedures to minimise pain, suffering, distress or lasting harm prior to the issues of licences to undertake work. Formal licensing arrangements with the Home Office (in strict accordance with the Animals (Scientific Procedures Act 1986) seek to ensure that any experiments are fully justified and as humane as possible. The Committee's report gives assurances that animals used in defence research programmes in the United Kingdom are regulated under the Animals (Scientific Procedures) Act 1986, and that no special exemptions apply to MOD. The Committee's findings, acting as the eyes and ears of the public on matters relating to animal experimentation carried out by the MOD, are published in order to inform Parliament and the public of MOD practices. The research programme involving animals is concerned wholly with providing the United Kingdom's Armed Forces with safe and effective protection against hazards they may encounter while carrying out their duties. However, the MOD continues to place emphasis on seeking alternatives to animal use. The MOD welcomes the scrutiny by AWAC in this area and will continue to support AWAC's review into the care and welfare arrangements for animals used in defence research.

The committee's report gives assurances that animals used in defence research programmes in the UK are regulated under the Animals (Scientific Procedures) Act 1986 and that no special exemptions apply to MOD. The committee's report emphasises the work that DERA have done to ensure the welfare of all animals used for defence research purposes. The committee was satisfied that all possible efforts were being made to ensure animal welfare and care. Animal research is essential in order to protect our troops from hazards encountered during their duties. However, the Ministry of Defence continues to place emphasis on seeking alternatives to animal use. Although the numbers of animals used have reduced from past years, the technologies which will allow further reduction are still immature. The MOD welcomes the scrutiny by the Animal Welfare Advisory Committee in this area and will continue to support AWAC's review into the care and welfare arrangements for animals used in defence research. Copies of the report have been placed in the Libraries of both Houses.

Mr. John Smith: To ask the Secretary of State for Defence if he will make a statement on the use of animals in defence research. [134449] Dr. Moonie: The independent Animal Welfare Advisory Committee, chaired by Dr. Jeremy Lucke, has published its fourth annual report. The Committee was set up in 1996 specifically to keep under review the care and welfare arrangements of animals used in defence research. Copies of the report have been placed in the Library of the House. The use of animals in defence research is concerned with providing the armed forces with safe and effective protection against hazards encountered while conducting their duties, and is kept to the absolute minimum. The Committee's Report highlights the work being done by the Defence Evaluation and Research Agency to ensure the welfare of all animals used for defence research purposes. The report provides assurances that all animals used in defence research programmes in the UK are regulated under the Animals (Scientific Procedures) Act 1986. The report also concludes that there is an effective ethical review process for the application of new licences which examines, among other issues, whether the use of animals can be avoided altogether in any new research procedures. The Ministry of Defence continues to seek to find alternatives to the use of animals wherever possible. There is still much to be done in developing technologies that allow the use of animals in experiments to be further reduced. We welcome continuing scrutiny by the Animal Welfare Advisory Committee and aim to minimise the use of animals as far as possible, against the continuing requirement to research effective measures to counter the hazards faced by the armed forces in the conduct of their duties.

[22966] Mr. Spellar: This is a matter for the Chief Executive of the Defence Evaluation and Research Agency (DERA). I have asked the Chief Executive to write to the hon. Member. Letter from John Chisholm to Mr. Norman Baker, dated 19 January 1998: As Chief Executive of the Defence Evaluation and Research Agency (DERA), I have been asked to reply to your question about the way in which animals are cared for at Porton Down. All work and housing involving animals at DERA's Chemical and Biological Defence Sector (CBD) at Porton Down are conducted strictly in accordance with the Home Office guidelines on the care and use of animals as defined within the Animals (Scientific Procedures) Act 1986 which is administered by the Home Office. CBS adheres to and expands upon existing Home Office codes of practice and guidelines for the care and housing of animals involved in scientific procedures. There is an on-going programme of environmental enrichment for all species. In particular, CBD Porton has an established track record of innovative approaches to the housing of non-human primates used in scientific procedures. Inspectors from the Home Office make both announced and unannounced visits to CBD Porton and have full access to all CBD animal facilities. As part of the Act the establishment must have a named veterinary surgeon and named animal care and welfare officers. At CBD these officers have formed and internal Animal Care and Use committee. The welfare of the animals is of paramount importance to Porton Down which has a world wide reputation for its excellent standards of husbandry and breeding of laboratory animals. In addition to the statutory controls in place, the Ministry of Defence has established an independent animal welfare committee-- Animal Welfare Advisory Committee--which reviews the arrangements for animal care and welfare at sites within DERA carrying out work with animals, and advises on best practice. The reports from this independent committee are made to the Chief Scientific Adviser to the Ministry of Defence and are published in the House of Commons Library. I hope this is helpful.
