The recently published animal welfare strategy sets out that ending the use of farrowing crates is a key priority for this Government. We want to work with the industry to help them transition away from the use of farrowing crates to alternative systems: either flexible farrowing where the sow is confined for the crucial few days around farrowing, or free farrowing where there is no confinement during farrowing or lactation.

As stated in the Animal Welfare Strategy, the Government wants to work with the industry so that it ends the use of pig farrowing crates. There will be a consultation on transitioning to alternative systems which will include an assessment of the costs and benefits. The Animal Welfare Committee’s predecessor, the Farm Animal Welfare Committee, produced an Opinion on Free Farrowing in 2015 which considered conventional farrowing crates and alternative systems.

The Government’s animal welfare strategy sets out that ending the use of farrowing crates is a key priority. The evidence around farrowing crates and piglet mortality is complex. Farrowing crates can reduce the risk of piglet crushing, but they also restrict sow movement, preventing her from turning around and performing normal behaviours such as mothering. The effects on overall piglet mortality can vary between housing systems and management practices. When we consult on a transition out of farrowing crates, we will include an assessment of piglet mortality rates for different options.

No such data is being collected on the number of flexible crates being installed. As stated in the Animal Welfare Strategy, the Government wants to work with industry so that it ends the use of pig farrowing crates. A consultation on the transition to alternative farrowing systems will include an impact assessment and will take place in due course.

A UK-wide consultation on laying hen cage reform was launched on 12 January 2026 and closed on 9 March 2026. The Government is now analysing consultation responses and will publish a formal response in due course.

Under the Animal Health and Welfare Pathway, eligible poultry keepers have had access to capital grants to support the transition away from enriched cages. The Laying Hen Housing for Health and Welfare Grant, which closed to final applications on 28 April 2026, provides funding contributions towards infrastructure projects for commercial laying hen and pullet keepers in England to refurbish or replace housing, including for those moving from colony cages to high-welfare non-cage systems. Additionally, the Farming Equipment and Technology Fund, which closed its fourth and final round on 12 May this year, offered grants up to £25,000 for equipment and technology to support higher welfare production. We continue to work with industry and wider stakeholders on how the Pathway can encourage cage free systems of farming.

The Government remains firmly committed to maintaining and improving animal welfare and is aware of the strong public feeling on keeping gamebirds in cages. As stated in the Animal Welfare Strategy, the Government will improve its understanding of the welfare issues on how gamebirds are reared in the gamebird sector through issuing a call for evidence.
