We are engaging with the Home Office to agree the most effective way to work with the ASC to deliver this commitment, aligned with existing ASC programmes of work. The Government will publish a delivery update, alongside key performance indicators on progress across all elements of the strategy, later in 2026.

The Animals in Science Committee (ASC) published its report, Strengthening leading practice in the animals in science sector, on 19th January 2026. It is available to read here: https://www.gov.uk/government/publications/strengthening-leading-practice-in-the-animals-in-science-sector.

The Home Office does not require advice from the Animals in Science Committee at this stage but will be guided by decisions made under the Animal Welfare Act regarding any consideration as to whether decapod crustaceans are regulated under the Animals (Scientific Procures) Act 1986.

On 2 October, the Chancellor of the Exchequer announced a value for money audit of all EDI (Equality, Diversity and Inclusion) spending in the Civil Service.
The audit will dovetail with the public sector productivity review, aiming at delivering a leaner, more efficient government. The audit forms part of our drive to improve productivity across the public sector by driving down waste and improving performance. The findings and actions of the audit will be announced by the Chancellor in the Autumn.

The Government welcomes the Committee’s advice on the use of the forced swim test. The report and its recommendations are being carefully considered, and the Government will respond in due course.
The National Centre for the 3Rs (NC3Rs) recently published a paper in collaboration with the Medicines and Healthcare products Regulatory Agency on the use of the forced swim test in rodents, calling for more research into alternatives to the test. Funded through UK Research and Innovation, the NC3Rs has a range of funding schemes available to support the development of alternatives to the use of animals, including developing non-animal approaches to the test.
