The total cost of the 2024 repurchase of 36,347 Service Family Accommodation properties from Annington Property Ltd, was £5.99 billion with additional transaction, advisory and legal costs of £ 6.6 million. The accounting for Annington Deal was completed in financial year 2024-25 in Ministry of Defence (MOD) accounts. How it was accounted for in national accounts is a matter for His Majesty’s Treasury.
Eliminating the liabilities associated with the leases created budgetary headroom to partially fund the purchase, meaning that the public expenditure impact of the measure, and the impact on public sector net debt, was confined to £1.7 billion. There is no debt in the MOD and therefore no debt to transfer to the Defence Housing Service.

Negotiations with Annington Homes Ltd to reacquire c36,000 Service Family Accommodation properties began in May 2024. These negotiations included direct meetings at a senior level. Continued legal engagement included three legal summits held in November and December 2024.
The opportunity for this landmark deal was presented following a High Court ruling in May 2023 in the Ministry of Defence's (MOD) favour. This established MOD’s legal right to reacquire the houses from Annington, providing a once-in-a-generation opportunity to fix the long-term decline in military housing and deliver homes fit for heroes.
The deal represented excellent value for money. MOD purchased the estate for under £6 billion and the properties were valued by Annington at £10.1 billion (when not subject to leases). Eliminating the liabilities associated with the leases created budgetary headroom to partially fund this purchase, meaning that the public expenditure impact of this measure, and the impact on public sector net debt, is confined to £1.7 billion.

The Annington agreement was partially funded through eliminating liabilities associated with the leases to create budgetary headroom. The remaining £1.7 billion required in 2024-25 was funded by His Majesty’s Treasury at the time of purchase.

To test further our enfranchisement rights and whether the exercise of those rights will deliver value for money for the taxpayer, the Ministry of Defence (MOD) has recently launched a small number of additional test cases.
