To ask the Secretary of State for Business, Innovation, Science and Trade, for what reason has the Trade Remedies Authority has initiated an interim review into potential changes to anti-dumping duties.
The Trade Remedies Authority self-initiated an interim review on the existing anti-dumping measure on imports of ceramic tableware and kitchenware from China on 20 July 2026. The TRA publicly set out the reasons for initiating the review on their public file, primarily because there was evidence that the existing anti-dumping duty may not be sufficient to prevent or offset the current level of dumping.
To ask the Secretary of State for Business, Innovation, Science and Trade, what assessment his Department has made of the cumulative effect on UK downstream manufacturers of (a) the 50 per cent out-of-quota tariff applying under the steel trade measure introduced on 1 July 2026 and (b) existing anti-dumping duties...

The steel trade measure strikes a balance between securing the future of UK steel production and the impact on steel-using industries. The Government took, trade flows and existing trade remedies on relevant steel products into account when designing the measure. Explanatory Memoranda published alongside the legislation implementing the measure set out the expected impacts across the supply chain.
The TRA concluded both reviews referred to in March 2025 and August 2026 respectively, publishing their findings online. Neither included an assessment of the steel trade measure as there was either no data or insufficient data available. Existing trade remedy measures can also be reviewed if industry or the TRA believe there is sufficient evidence to warrant doing so.

Revenue collected from this and other trade remedies measures is not ringfenced and is therefore part of how public services, including schools, police, and the NHS, are funded.

The UK currently applies 45 trade remedy measures, 28 of which are on goods from China. All live trade remedy cases can be viewed on their public file, online, including those investigations on goods of Chinese-origin. I am not aware of any plans from the Trade Remedies Authority (TRA), or representations from the ironing board sector, to recommend changes to the current duties in place on imports of ironing boards.
Unfair international trading practices can have a deleterious effect on domestic producers, which is why the TRA was established as the UK’s independent body responsible for conducting trade remedies investigations, to tackle injury caused by practices such as dumping or subsidisation. The remit of the TRA also includes assessing applications from industry for new investigations, doing so in line with domestic legislation and WTO rules. I would consider any recommendation to impose further trade remedy measures if the TRA were to make one, in accordance with the legislation.

Where businesses believe that they are being injured by dumped imports, they should engage with the Trade Remedies Authority (TRA). The TRA was established as the UK’s independent body responsible for conducting trade remedies investigations to tackle injury caused by practices such as dumping, and make appropriate recommendations to the Secretary of State on whether a duty should be applied to level the playing field. My department and I regularly engage with a wide range of sectors on the challenges posed by unfair trading practices.

Proposed changes would give the government power to initiate dumping, subsidy or safeguard investigations, aligning with other jurisdictions.

On the 23 August 2024 the Trade Remedies Authority (TRA) initiated a transition review of the existing anti-dumping trade remedy measures on bicycles and bike parts originating from China. The TRA published their draft recommendation on their public file on 31 July 2025, on which interested parties were invited to provide comment. However, as the review remains ongoing, I cannot comment further. The TRA will publish relevant information and evidence on the public file as the review progresses.

To ask the Secretary of State for Business and Trade, whether he has made an assessment of the potential implications for his policies of the recent European Commission decision to extend anti-dumping duties on e-bikes from China for another five years.
On 6 February, the Secretary of State decided to extend anti-dumping and countervailing measures on imports of Chinese folding e-bikes, and revoke these measures on non-folding e-bikes. This followed evidence-based transition reviews from the Trade Remedies Authority (TRA). This continues the necessary protection for folding e-bikes producers in the UK, whilst limiting the impact on our consumers and importers, and reflecting the needs of the UK market more generally.
To ask the Secretary of State for Business and Trade, whether he has had discussions with representatives from (a) the cycle manufacturing industry and (b) cycle manufacturing industries outside the UK on anti-dumping duties on (i) e-bikes, (ii) bicycles and (iii) bicycle components from China.
