To ask the Secretary of State for Housing, Communities and Local Government, whether she has made an assessment of the potential merits of restoring Assisted Area status to support investment, jobs and economic growth in less economically developed parts of the UK, such as Teesside.
The department currently supports Tees Valley Combined Authority, covering the Teesside area, through several existing growth focused funding pots including; Investment Zones, Freeports, and the Local Growth Fund. The department has no current plans to reintroduce Assisted Area Status.

The longer term options for subsidy control after we leave the EU are being considered carefully. We will continue to engage with the devolved administrations as we seek a deal that secures the specific interests of Scotland, Wales and Northern Ireland, as well as all parts of England.

Pendle businesses were delighted when the Government published the draft assisted area status map back in December, proposing to include part of Pendle for the first time. The current map, drawn up under the previous Government in 2007, did not include a single part of Pendle, yet the new map will include about 50% of the borough. Will my right hon. Friend update the House on the progress in bringing the new map into force?

I have been asked to reply on behalf of the Department for Business, Innovation and Skills.
The Regional Aid Guidelines, under which the Assisted Areas Map is drawn, were published in draft by the European Commission on 14 January 2013 and are due to be finalised by June 2013. These will determine key rules for preparing Assisted Areas Maps, including specifying maximum population coverage for each member state. BIS has conducted some preparatory work and consultation on changes to the Assisted Areas shown on the UK's 2014-20 Map will follow the release of the Commission's finalised Guidelines.

I have corresponded with the Northern Ireland Minister for Enterprise, Trade and Investment on assisted area status, and I am due to meet her later this week when we shall discuss it. Economic development is a devolved matter and the new regional area guidelines for the assisted area status are a matter for the Secretary of State for Business, Innovation and Skills, my right hon. Friend the Member for Twickenham (Vince Cable). The Government have stated that when consulting on the new assisted area map, we will need to take account of factors particular to Northern Ireland and will work with the European Commission, along with other member states, to ensure that the new RAG allows appropriate flexibility.

I have stressed the need to take account of factors particular to Northern Ireland in taking forward proposals to draw up the new UK assisted areas map for 2014-20. We are seeking to ensure that assisted area status is focused on the areas of greatest need where it can make the greatest impact on promoting economic development across the UK.

I have discussed these matters with both the Chancellor of the Exchequer, my right hon. Economic development and regional aid spending is a devolved matter and as such the Department for Business, Innovation and Skills has not made an estimate in monetary terms of the impact of removing Northern Ireland's 100% automatic assisted area status. Reduced coverage for Northern Ireland would mean that regional aid is more restricted geographically but would not in itself mean that Northern Ireland would be able to give less regional aid. Once the UK Government have consulted on the assisted areas map for the UK and it is agreed with the European Commission, it will be for the Northern Ireland Government to decide how much regional aid is given in line with the regional aid guidelines in force.
