To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 17 October 2019 to Question 316, whether the graphics used in the six-week long advertising campaign entitled, Universal Credit Uncovered, in The Metro were designed by (a) staff in her Department or (b) Associated Newspapers.
The information used in the ‘Universal Credit Uncovered’ Metro campaign was sourced by Departmental officials. The campaign graphics were designed by Metro’s in-house design team as part of the Department’s media partnership with them.
We went to great lengths to ensure the factual accuracy of the campaign through extensive consultation within the Department, including the Government Legal Department. We also consulted with the Advertising Standards Authority Copy Advice Team prior to the launch and continued to do so throughout the campaign lifetime.
The Metro partnership was designed to increase understanding of Universal Credit and ensure people have the right factual information they need to make a claim and understand their potential entitlement.

The case of Weller v Associated Newspapers Ltd [2014] EWHC 1163 was a civil action in relation to the tort of misuse of private information as it applies to children. As the case illustrates, it is already possible for a civil action to be brought to protect the privacy of children. The remedies available include damages for the breach of privacy and an injunction to prevent any further publication. The Government has no plans to change the law in this area.
That this House notes that it is 10 days since Ken Livingstone, Mayor of London, made insulting remarks to an Evening Standard journalist; believes that, no matter how long or deep his dispute with Associated Newspapers is, that dispute cannot justify or excuse his language; recognises the offence felt by and concern of the Jewish community at the words he used; calls upon the Mayor to apologise to the Jewish community and the reporter without further delay; and urges him to avoid such unnecessary controversy in the future and to pursue actively the rebuilding of his damaged relationship with London's Jewish community.

That this House condemns Associated Newspapers for paying up to ??100,00 to Nadir Abrahams and Brian Ebden for what has been shown to be a fabricated story about Sir Alex Ferguson, and which at the time was the subject of a police inquiry; notes reports that the Police were hampered in their inquiries because of their inability to contact the complainant who was being detained by the Mail on Sunday in order to conduct its negotiations in private; further notes that this follows payment by the Daily Mail for the diaries of Jeffery Archer, a convicted perjurer; suggests that there are now no depths to which Associated Newspapers will not stoop and urges the Press Complaints Commission finally to make good on its commitment to take firm action against cheque-book journalism and its potentially corrupting influence upon legal processes.
