All BBC World Service language services are governed by the standards set in the BBC Charter, the Framework Agreement with HMG, and the World Service licence. The licence states that all BBC World Service output must meet the BBC's editorial standards as set out in the Editorial Guidelines agreed by the BBC Board. As part of the grant funding made to the World Service through the World2025 programme, the Foreign, Commonwealth and Development Office agrees Objectives, Priorities and Targets for the World Service, covering audience reach, quality, impact, and value for money.

It is crucial that the BBC upholds the highest standards of reporting and impartiality, so it remains the most trusted news source in the UK and overseas. The BBC has rightly acknowledged where coverage, standards and enforcement of those standards has fallen short. We welcome the actions taken by the BBC to strengthen editorial quality and standards for the BBC Arabic Service, as set out in the BBC Chair's letter to the Media, Culture and Sport Committee of 10 November, and we will continue to demand both rapid implementation and rigorous monitoring of those changes.

The Foreign, Commonwealth and Development Office received its funding settlement for financial year (FY) 26-27 to FY 28-29 on 11 June. The Department is now starting work to determine future allocations for all spend, including the World Service language services such as Arabic and Persian, which are part funded by BBC Licence Fee and Grant in Aid. We expect this process to conclude and final allocations to be announced in the Autumn.

The Department for Culture, Media and Sport’s Ministerial team regularly meets with BBC leadership, including members of the Board, to discuss a range of issues.
The BBC has a duty to provide accurate and impartial news and information. In delivering that duty, the BBC is editorially and operationally independent and decisions around its editorial policies and guidelines are a matter for the BBC. Ofcom is the external independent regulator responsible for ensuring BBC coverage is duly impartial and accurate under the Broadcasting Code and BBC Charter.
The Secretary of State has repeatedly made clear that the BBC’s accuracy and impartiality is critical to viewer trust. It is particularly important when it comes to coverage of highly sensitive events, such as the terrorist acts committed in Israel on 7 October and the ongoing conflict in Gaza. The Secretary of State has regularly stated that point in meetings with the BBC.

We welcome the BBC's decision to launch an Emergency Radio Service for audiences in Sudan. This will ensure that those in Sudan will maintain access to accurate news and impartial analysis from inside and outside of Sudan, serving to counter disinformation. It will also ensure individuals have access to information about developing events and access to supplies and services.

The FCDO values the work of the BBC World Service in promoting UK values globally. As the world's most trusted international broadcaster, it is a vital tool in providing accurate and impartial news to 365 million people globally each week. The FCDO engages regularly with the BBC and the Foreign Secretary periodically agrees with the BBC their objectives, priorities and targets, which include metrics relating to audience reach. However, the BBC remains operationally and editorially independent of Government, decisions about delivery of services are for them to take.
Though BBC Arabic radio has closed, the service remains available on TV and digital platforms, which are fast becoming the most popular form of engagement. BBC Arabic is funded by the Licence Fee, with some additional support from the FCDO through the 'World2020 programme'. As stated in the Integrated Review Refresh, the UK Government is working to bring soft power into its broader foreign policy approach. This includes providing a one-off £20 million uplift to the World Service to protect all 42 language services, recognising its crucial role in supporting UK soft power and countering harmful disinformation.

The FCDO strongly values the work of the BBC World Service in promoting UK values globally through its independent and impartial broadcasting. The Integrated Review recognised the BBC's foreign language services as part of what makes the UK a soft power superpower.
Through the World2020 programme, the FCDO funds 12 language services and provides enhancements to certain services funded by the Licence Fee, including BBC Arabic. The remaining 29 services, including BBC Persian, are fully funded by the Licence Fee.
The BBC is operationally and editorially independent from Government, and therefore decisions about how language services are delivered are for them to take. Under the plans they announced last year, no language services will close. Whilst radio broadcasts for BBC Arabic and BBC Persian are ceasing, TV broadcasting for these services will continue and investment in digital services will increase, reflecting audience trends. BBC have provided assurance that audiences in need will still be served, regardless of these changes.
