As my right hon. Friend, the Defence Secretary, set out in his statement to the House on 30 June 2026, the Digital Targeting Web (DTW) will receive a £1.8 billion investment from the Defence Investment Plan to integrate the Armed Forces through AI, software, and hardware, connecting sensors, decision-makers, and effectors to accelerate multi-domain targeting.
Work to scope out, develop and source elements of the DTW have been underway for some time. The confirmation of the funding for the DTW in the Defence Investment Plan means we can now progress work to the next phase.

The Programme team does not recognise the term “Bowman 5.7”. Bowman refers to the radio element of the wider Bowman Common Battlefield Infrastructure and Platform (BCIP), which is often used as shorthand for the overall system.
BCIP 5.7 is a proposed upgrade to the computing and infrastructure elements of BCIP, intended to address obsolescence and enhance security. The project remains subject to final approvals and investment decisions.
The current BCIP 5.6 baseline supports digitised command and control and the exchange of operational data. The proposed BCIP 5.7 upgrade would help ensure this support remains secure and sustainable. Wider enhancements to tactical communications, taken forward through separate programmes, will improve the resilience, bandwidth and capacity required to support capabilities such as the Digital Targeting Web.

My Written Statement dated 14 December 2023 confirmed that we will continue to work with General Dynamics to ensure they deliver the planned update to sustain the in-service Bowman System, while ensuring we remain able to meet all our operational requirements. The update, alongside our own development efforts, will deliver new hardware and software ensuring troops on the frontline continue to have a secure communications system, enabling them to effectively communicate across the battlespace. As the BCIP 5.7 project is still in development and subject to approvals the procurement strategy is yet to be confirmed.

Bowman is a capable system having been upgraded several times (most recently between 2018-20). It will be updated again under the Bowman 5.7 project (commissioned last year as a result of the delay to MORPHEUS).
Bowman’s Out of Service Date was 2026 and this has now been extended out to no later than 2035, and no earlier than 2031, to bridge the capability gap until MORPHEUS delivers.
