We are aware of the action being taken by Barnet Council and continue to engage closely with them on the steps they are taking following the Moss Hall Grove fire in June 2023. Department officials met with Barnet Council representatives on 10 April and will continue to discuss with them.

That this House notes with grave concern the ongoing industrial dispute over recruitment and retention payments with Barnet Council and UNISON in relation to the deeply disturbing endemic staffing crisis that exists within frontline mental health services in Barnet; further notes that this dispute is now the longest-running mental health social worker dispute in UNISON’s history; observes that Barnet Council has refused to negotiate since they were first notified of the strike dates on 1 September 2023; believes that Barnet Council has a duty to its staff and mental health service users to try to expedite a resolution that will ensure a safe service with no waiting lists; and calls on Barnet Council to enter into meaningful negotiations with Barnet UNISON, the local trade union, to try and resolve this dispute constructively in order to allow mental health social workers to feel safe and secure in their workplace.

That this House condemns the behaviour of Barnet Conservative Councillor Brian Gordon, who blacked his face in a style reminiscent of the Black and White Minstrel Show, rightly dropped from the television for being offensive, donned a pastiche of African traditional dress and claimed to be `Councillor Nelson Mandela' as a pathetic and offensive attempt at fancy dress; believes this to be grossly insulting to one of the world's greatest living statesmen; notes that this appalling conduct was defended by Barnet Conservative Council Leader and prospective parliamentary candidate Mike Freer; sees this as symptomatic of Conservative Party attitude to race and community cohesion; and calls upon the Leader of the Conservative Party to take immediate action to withdraw the Conservative Whip and membership for these two councillors.

That this House condemns the decision made by Conservative-led Barnet Council on 11th October to terminate the grants of three disabled people which keep them in secure jobs; notes the fact that the Conservative Group fully recognised that this decision would throw these severely disabled people onto the benefits system; believes the cut of the grants shows the reality behind the rhetoric of `compassionate Conservatism'; welcomes the decision of the Barnet Council Labour Group to call in the decision for scrutiny on 27th October; and urges the Conservative-controlled Council to change its decision and thereby secure the employment that these disabled people have enjoyed for so long.

That this House expresses its extreme concern at the approach by Conservative-controlled London Borough of Barnet towards its allotment holders; believes that the cutting off of water and proposed destruction of greenhouses, sheds and fences amounts to little more than rogue landlordism; deplores the refusal of the council sensibly to negotiate with the plot holders, many of whom are elderly and have held their plots for over 30 years; believes the council's enforcement approach disproportionately affects plot holders of Mediterranean origin and amounts to indirect racial discrimination; expresses its concern at the heavy-handed dictatorial way Barnet Council has approached the issue; and calls on the council to desist from any further enforcement action until discussions have taken place with the plot holders involving a sufficiently senior member of the council to understand commonsense, including the need for water, greenhouses, fences and netting on allotments.
