To ask the Secretary of State for Health and Social Care, whether the National Institute for Health and Care Research has commissioned any research into the link between Bisphenol A (BPA) and breast cancer.
Cancer remains a priority for the Government, and we spend £1.5 billion on health and care research through the National Institute for Health and Care Research (NIHR) each year. Cancer is our biggest area of spend, and in 2022/23 the NIHR spent over £121.8 million on cancer research. This includes significant research on breast cancer risk, screening, and early detection and diagnosis.
While we have not funded research looking into a link between Bisphenol A and breast cancer, we welcome high quality research proposals into any aspect of health and care, including potential cancer risks.

Public Health England has not made an assessment of the links between bisphenol A and fertility problems in the United Kingdom.
Bisphenol A continues to be risk assessed by the European Food Safety Authority (EFSA). The Food Standards Agency agreed with the EFSA conclusion that bisphenol A currently poses no risk to health, based on dietary exposure.

We are advised by the Food Standards Agency, which has responsibility for food safety, that the United Kingdom’s view remains that exposure to Bisphenol A (BPA) from food contact materials does not represent a risk to consumers.
In January 2015, the European Food Safety Authority (EFSA) published its latest re-evaluation of BPA exposure and toxicity. EFSA's experts concluded that BPA poses no health risk to consumers of any age group (including unborn children, infants and adolescents) at current exposure levels from food contact materials.

Feeding bottles or similar products indicated for use by the manufacturer to deliver a medicine or a controlled quantity of milk for babies needing a strict control of intake for medical reasons, are subject to the Medical Devices Regulations which implement the EC Medical Devices Directive into United Kingdom law. The directive which governs the safety and performance of medical devices being placed on the market in the European Union requires that the manufacturer assess and demonstrate that any risks are outweighed by the medical benefits.
The Medicines and Healthcare products Regulatory Agency is the competent authority for medical devices in the UK. It is aware of the World Health Organisation report on endocrine disrupting chemicals, including Bisphenol A (BPA) as well as other past reviews on the use of BPA in medical devices which have determined that the benefits they offer outweigh any risks. In addition the European Commission has already asked the European Scientific Committee on Emerging and Newly Identified Health Risks to look at the use of BPA in medical devices. Their report is awaited and will indicate if more specific controls should be considered for European medical devices legislation.
