Following Sir John Holmes' independent Medal Review in 2012, the Bomber Command Clasp to the 1939-45 Star was introduced for aircrew who served in Bomber Command. Sir John concluded that Bomber Command had been treated inconsistently with those who served in the Battle of Britain, and his recommendation of the award of a clasp to Bomber Command air crew brought them into line with Fighter Command veterans, who were awarded a Battle of Britain clasp to the 1939-45 Star.

The contribution of all those who served in Bomber Command, and the major contribution that Bomber Command made to the Allied victory in the Second World War in the face of significant losses, remains appreciated by the Government. Following the independent Medal Review in 2012 by Sir John Holmes, a Bomber Command Clasp to the 1939-45 Star was introduced for aircrew who served in Bomber Command. The Department has no plans to recommend that a review into a new campaign medal for Service in Bomber Command be undertaken.

The medal campaign group for Bomber Command has identified that it is the only main campaign not to be recognised by the Air Crew Europe Star. Will my right hon. Friend do all he can to ensure that the committee responsible considers its submission to address that issue?

I am very sympathetic to those calls. However, the award of the clasp rather than the medal for the aircrew who served with Bomber Command is consistent with the policy for other awards in recognition of service during world war two, which simply dictated that campaign medals would reflect involvement in broad theatres of war. Exactly the same policy applied to Fighter Command, who received a clasp for their service during the battle of Britain.

We have enormous admiration and respect for the unique contribution and sacrifice made by bomber aircrew who served outside of the UK. Sir John Holmes, in his Military Medals Review, specifically included a reconsideration of recognition for Bomber Command, although he recommended not to award medallic recognition to those who flew from outside the UK. This decision was made independently of the Ministry of Defence and subsequently agreed by the Committee on the Grant of Honours, Decorations and Medals and Her Majesty The Queen.

In his independent Medal Review, Sir John Holmes concluded that the aircrew of Bomber Command had been treated inconsistently with those who served in Fighter Command. The award of the clasp to Bomber Command aircrew to be worn on the 1939-45 Star brings this Command into line with Fighter Command aircrew who were awarded a Battle of Britain clasp.
The position regarding Bomber Command ground crew is that they, like those of other commands and Services who gave valuable service in the UK, were recognised by their entitlement to the Defence Medal. This matter has been fully considered and we understand that Sir John has no plans to review his recommendation to award the clasp to aircrew only.

As at 31 January 2014 some 4,600 Bomber Command clasp applications are outstanding, the majority of which are from Next of Kin. All applications from Veterans and Widows are up to date.

The Memorials Grant Scheme exists to make grants equivalent to the VAT incurred by registered charities on eligible works to establish or maintain memorials. It has not expired and I am pleased to confirm that the Department for Culture, Media and Sport has contributed £1 million towards the VAT costs of the Bomber Command Memorial, through the Memorials Grant Scheme and
a separate capital grant. The department also contributed £200,000 to the costs of the opening ceremony of the memorial.

Approximately 200 Royal Air Force personnel will be providing support and assistance at the unveiling ceremony for the Bomber Command Memorial on 28 June 2012. These personnel will carry out a number of different roles including ceremonial and ushering duties. A fly-past is also scheduled for the event.
A continuous dialogue has been held between officials from the Air Staff and the Bomber Command Association since the inception of the memorial. The level of support being provided has been under constant review and the Bomber Command Association has expressed nothing but gratitude for that support.
