The white paper ‘Restoring control over the immigration system’, published on 12 May 2025, stated that consideration would be given to reducing financial barriers to acquiring British citizenship for young adults who have lived in the UK through their childhood. Reflecting this commitment, the fee for an application to register as a British citizen for individuals under the age of 18 was reduced from £1,214 to £1,000 on 8 April 2026.
Fees are kept under review. However, no further announcements have been made at this time.

The Public Protection Specialist Safeguarding Team (formerly the Citizenship Vulnerable Person Team) has worked with local authorities since June 2022 to promote awareness of citizenship options for children in care. It has proactively engaged with every local authority to help ensure they understand the full range of British citizenship registration routes available to children for whom they are responsible and to support them in making applications.
On 8 April, the fee to register a child as a British citizen was reduced from £1,214 to £1,000. The fee can be waived for those unable to afford it and does not apply to children looked after by a local authority.
The Nationality and Borders Act 2022 introduced section 4L of the British Nationality Act 1981, which allows adults to be registered as British citizens where they would have been, or would have been able to become, a British citizen but for historical legislative unfairness, an act or omission of a public authority, or exceptional circumstances relating to the applicant. While not limited to such cases, the provision provides a route for adults who were raised in care and who may have missed a time-limited opportunity to register as British citizens because the necessary action was not taken on their behalf.

The consultation for the earned settlement model, as proposed in ‘A Fairer Pathway to Settlement’, was open to the public between 20 November 2025 and 12 February 2026.
We received over 200,000 responses and are now carefully considering the feedback received, as we develop the final model. As no final decisions have been made, I can give no further detail at this time.
The final model will also be subject to economic and equality impact assessments, which we have committed to publish in due course.

There are no current plans to introduce a dedicated online status tracking portal for citizenship certificate applications which would allow applicants or their appointed representative to view live case updates.

The Government considers that everyone seeking to make a permanent home in the UK should be equipped to integrate successfully in UK society, with an appropriate level of English and an understanding of life in the UK.
Applicants for settlement and citizenship are required to pass the Life in the UK test. The aim of the test is to ensure that those who intend to settle in the UK have an understanding of life here and society’s expectations.

Remote testing was not explored as part of the current contract and therefore not available to current candidates. The upcoming commercial exercise to reprocure services for the Life in the UK test will explore alternative delivery models. We are currently engaging the market and experts for the most secure, customer focussed and cost-effective service available.

From the outset, the Government has been clear that the Ukraine schemes are temporary in nature and do not provide a route to settlement. Time spent in the UK under the Ukraine schemes does not count towards the Long Residence route. This reflects the Ukrainian Government’s wishes for His Majesty’s Government to offer temporary sanctuary, due to the Ukrainian Government's strong desire for the eventual return of its citizens to Ukraine once it is safe to do so.
The Government recognises the impact that uncertainty can have on Ukrainian individuals and families who have built their lives in the UK, including pressures relating to housing, employment and education. The Government has therefore taken concrete steps to provide greater certainty, including extending the Ukraine Permission Extension scheme and widening the application window.
One of the core requirements for naturalisation is that the applicant must be settled in the United Kingdom.
The Government is considering the future position drawing on evidence from across government, academia, civil society and stakeholder engagement. The Government will respond in a responsible and considered manner and intends to make a further statement in due course.
