The Department for Transport has placed the analysis commissioned to inform the Motorcycles in Bus Lanes Consultation in the Libraries of both Houses as a deposited paper (DEP2026‑0310). It will be published on the Department’s website shortly.

Installation of bus lanes is the responsibility of local traffic authorities. Whether to allow blood bike services to use bus lanes lies with local traffic authorities, taking into account the impact on bus services, compliance and enforcement considerations. The Department has no plans to mandate this nationally.

We agree with Sir Brian’s Leveson’s recommendation in the Independent Review of the Criminal Courts that Prisoner Escort and Custody Services (PECS) should be enabled to use bus lanes when transporting prisoners. However, these decisions are ultimately for local authorities.
PECS vehicles already use bus lanes in Manchester, Bristol, Salford and Nottingham. We are currently engaging with local authorities across the country to expand this, and will work with the Department for Transport to ensure that local authorities are aware of the role they can play in reducing prisoner delays. For example, in London we are working closely with Transport for London to pilot a scheme that retimes traffic signals to prioritise PECS vans on three routes in the capital. Around 300 traffic lights will be adjusted so that PECS vehicles are more likely to receive green lights on their journey to court.

The Department for Transport does not currently have plans to update Traffic Advisory Leaflet 1/24.
The Department for Transport undertook a consultation on the potential merits of recommending that local authorities permit motorcycles to use bus lanes in 2024. The responses received to the consultation did not provide a robust evidence base on which to amend the current policy that it is for local authorities to determine whether to allow motorcycles to use bus lanes in their areas.

Decisions on which other vehicles may use bus lanes are for local traffic authorities to take. They are best placed to manage their networks and can grant exemptions through Traffic Regulation Orders (TROs) where appropriate. Exemptions can include emergency service vehicles, such as volunteer motorcycle riders delivering emergency medical supplies.

The Government remains committed to supporting efforts to improve the safety of road users but has no plans to bring forward legislation to allow motorcycles and other powered two wheelers to access bus lanes by default. Decisions on this matter are for local highway authorities to make on a case-by-case basis.

It is for local authorities to decide whether bus lanes are appropriate on their network, and to set the times of operation. The Department published Local Transport Note 1/24: Bus User Priority in March 2024 which includes advice on all aspects of bus priority including the design of bus lanes and their times of operation. Any decision on whether to allow motorcycles to use bus lanes is a matter for the relevant local highway authority.
In 2024 the Department for Transport ran a consultation on allowing motorcycles to access bus lanes by default, as is the case for pedal cycles. The responses did not provide a robust evidence base on which to amend the current policy, but highlighted issues regarding the current approach to permitting access. In urban areas permissions can change frequently at borough boundaries and this can lead to uncertainty.
Following this consultation, the Department is considering whether to update Traffic Advisory Leaflet 1/24 to include advice that local authorities should work with neighbouring authorities to achieve consistency of provision across boundaries, particularly in urban areas. The Department will also consider how best to work with the metro mayors, combined authorities and Transport for London, to encourage a more joined up approach to motorcycle access in these areas.

As set out in the consultation response published on 21 November 2024, the Department for Transport will update TAL 1/24 to include advice that local authorities should work with neighbouring authorities to achieve consistency of provision across boundaries, particularly in urban areas but no publication date has been set.
The Department is also considering how best to work with combined authorities and Transport for London, to encourage a more joined up approach to motorcycle access in these areas.
