On 11 November last year, I set out the full details of our £39 billion, 10-year social and affordable homes programme. In the coming weeks, we will provide registered providers with the remaining information that they need to finalise their business and future supply plans, so that they can submit large and ambitious proposals when bidding opens next month.

Meur ras, Mr Speaker. With your good grace, I would like to take this opportunity to thank members of the emergency services, who responded so courageously across Cornwall during and in the wake of one of the worst ever storms to hit the duchy. I also thank the 600,000 people of Cornwall, who heeded pre-storm advice and kept fatalities, mercifully, to a minimum. The loss of one life is too many, but it could have been far worse. Over 1,000 trees are down, and hundreds of thousands of people were plunged into darkness, with no power. I hope that Ministers will create the appropriate forum to discuss the lessons learned from Storm Goretti.
The Secretary of State has confirmed that, because of our unique status, Cornwall will be a single strategic authority for the purposes of devolution. The greatest threat facing the constituents of Camborne, Redruth and Hayle today is the lack of social and truly affordable homes, which is compounded by the 14,000 second homes and 25,000 Airbnbs, leading to an exodus of our young people and a chronic lack of key workers. Given these factors—

I think the thrust of my hon. Friend’s question was about what arrangements can be put in place for Cornwall so that it can better deliver housing and regenerate areas that have been identified by the council. As he will know, strategic place partnerships are reserved for mayoral strategic authorities that bring together more than one council into a combined authority. That said, and not least as a result of hearing representations from my hon. Friends who represent Cornish constituencies, I encourage Homes England to deepen its partnership with Cornwall council and to explore a memorandum of understanding or similar partnership agreement to support its ambitious housing and regeneration plans.

To ask the Secretary of State for Work and Pensions, how many children are classified as being in deep material poverty in Camborne and Redruth constituency.
The Department does not hold data on the number of children in deep material poverty broken down by geographical region or constituency. Geographical analyses are usually presented as 3-year averages due to the volatility of single year estimates based on small sample sizes. We anticipate regional breakdowns being available in future years, once more data becomes available. More information can be found at: Deep material poverty: Financial year ending 2024 - GOV.UK.
As deep material poverty is impacted by a range of un-modellable factors, such as families’ broader resources, support networks and financial resilience, it is not possible to model reductions in deep material poverty in the same way as for relative low income. Instead, we have provided analysis on number of children in deep material poverty who will gain from the strategy, which can be found here: Child Poverty Strategy: Impact on low income poverty levels and children gaining in the UK: December 2025 - GOV.UK.

To ask the Secretary of State for Education, what recent estimate her Department has made of the number and proportion of young people aged 16 to 24 who are not in education, employment or training in (a) Cornwall and (b) Camborne and Redruth constituency.
The department publishes statistics on those not in education, employment or training (NEET) for England, however, these estimates are not available at lower-level geographies due to limitations with sample sizes. Therefore, NEET rates for young people aged 16 to 24 in Cornwall and Camborne and Redruth constituency are not available. Statistics for England can be found at: https://explore-education-statistics.service.gov.uk/find-statistics/neet-statistics-annual-brief/2024.
Data showing the number of young people aged 16 and 17 years old who were known to Cornwall local authority and the number and proportion of those NEET or activity not known is accessible at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/5dbec461-d6ee-4ee3-19fd-08dde95206d2. These statistics are published as transparency data so some caution should be taken when using these figures.
Additionally, 16 to 18 destination measures are published, showing the percentage of pupils not continuing to a sustained education, apprenticeship or employment destination in the year after completing 16 to 18 study, that is six months of continual activity. The latest publication includes destinations in 2022/23 by parliamentary constituency boundaries at that time, and data for Cornwall local authority and Camborne and Redruth parliamentary constituency can be found at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/5994cbf5-1e91-4af3-19ff-08dde95206d2.

To ask the Secretary of State for Education, what steps her Department is taking to improve the position of children in social care in Camborne and Redruth constituency.
The department has announced the biggest overhaul to children’s social care in a generation, and this will ensure opportunity for all children, including those in Camborne and Redruth. Our reforms include significant new investment in children’s social care and landmark legislation through the Children’s Wellbeing and Schools Bill.
The local government finance settlement for 2025/26 grants councils in England access to over £69 billion in funding, which is a 6.8% cash terms increase on 2024/25. The settlement for 2025/26 includes a new children’s Social Care Prevention Grant, worth £270 million. In June, we announced that the total investment in children’s social care over the forthcoming spending review period will reach over £2 billion.
The Families First Partnership programme is rolling out national reforms to Family Help, multi-agency child protection and family group decision making from April 2025, to help more children and families to stay safely together. These reforms are backed by over £500 million of funding in 2025/26 and we are providing all local authorities, including Cornwall, with a flexible support offer, targeted to local needs, as they transform their children’s services.
To ask the Secretary of State for Health and Social Care, what steps his Department is taking to increase the provision of dentistry services in Camborne and Redruth constituency.
To ask the Secretary of State for Health and Social Care, what steps his Department is taking to increase the provision of dentistry services in Camborne and Redruth constituency.
The Government plans to tackle the challenges for patients trying to access National Health Service dental care with a rescue plan to provide 700,000 more urgent dental appointments and recruit new dentists to the areas that need them most. To rebuild dentistry in the long term, we will reform the dental contract with the sector, with a shift to focus on prevention and the retention of NHS dentists.
The responsibility for commissioning primary care services, including NHS dentistry, to meet the needs of the local population has been delegated to integrated care boards (ICBs) across England. For the Camborne and Redruth constituency, this is the Cornwall and the Isles of Scilly ICB. ICBs have been asked to start making extra urgent dental appointments available from April 2025. The Cornwall and the Isles of Scilly ICB is expected to deliver 10,910 additional urgent dental appointments as part of the scheme.
ICBs have started to advertise posts through the Golden Hello scheme. This recruitment incentive will see up to 240 dentists receiving payments of £20,000 to work in those areas that need them most for three years. As of 10 April 2025, in England, there are 53 dentists in post with a further 44 dentists who have been recruited but are yet to start in post under this scheme. Another 256 posts are currently advertised.

Information on the school workforce in England, including subjects taught in state funded secondary schools, is collected as part of the annual School Workforce Census each November. Information is published in the ‘School Workforce in England’ statistical publication, available at: https://explore-education-statistics.service.gov.uk/find-statistics/school-workforce-in-england.
The total number of hours taught for each subject are available at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/38de2951-c92c-46e4-39fb-08db371965b6.
The proportion of those hours that were taught by teachers without a relevant A level or higher level qualification are available at: https://explore-education-statistics.service.gov.uk/data-tables/permalink/ee831a35-e304-4821-bb6a-08db371944c7.
Timetabled teaching is reported for a typical week in November, as determined by the school. It does not cover an entire year of teaching. If there are variations in timetabling across the year, this is not covered in the data available to the Department. To reduce the burden during the COVID-19 pandemic, schools and Local Authorities were not required to provide information on teacher qualifications in the 2020 census.
Data on the subject taught is only collected from secondary schools that use electronic timetabling software that can produce data in the format required. Data is then weighted to provide national totals. Breakdowns by Local Authority and parliamentary constituency are, therefore, not available.

Data relating to schools in individual constituencies can be found in the ‘teacher and support staff numbers by school’ file, within the additional supporting files section, available at: https://content.explore-education-statistics.service.gov.uk/api/releases/0728fb07-f014-492c-aac9-fd11bb441601/files/2dfcc772-c410-46ac-cb9d-08da713e9200.
There are 24,000 more teachers now than in 2010. The quality of teaching is the most important in school factor in improving outcomes for children, especially for those from disadvantaged backgrounds. Evidence is clear that high quality professional development can lead to improved pupil attainment.
The Department has invested in transforming training for teachers and head teachers. Every teacher and head teacher now has access to high quality, evidence based training and professional development at every stage of their career, starting with initial teacher training (ITT).
By 2024, a reformed ITT provider market will be delivering quality assured training leading to qualified teacher status (QTS) that places a greater emphasis than ever before on embedding structured practice into courses, ensuring trainees are ready to thrive in the classroom.
A new system of higher quality training provider partnerships will be supported by £36 million to introduce new Quality Requirements, including better training for mentors and the delivery of new, cutting edge, intensive training, and practice activity. Every teaching school hub will be involved in ITT to ensure that training places are available across the country.
QTS is considered desirable for teachers in most schools in England. In some schools, including academies, free schools, and independent schools, QTS is not a legal requirement. Academies have a fundamental freedom to employ talented people who do not necessarily have QTS.
Most teachers in all schools, including academies, have QTS and have undertaken initial teacher training. In the 2021/22 academic year, the latest data available, 14,771 teachers (headcount) did not have qualified teacher status, equivalent to 2.9% of teachers.

The Condition Data Collection (CDC) is one of the largest and most comprehensive data collection programmes in the UK’s public sector. It collected data on the building condition of government funded schools in England. It provides a robust evidence base to enable the Department to target capital funding for maintaining and rebuilding school buildings.
The key, high level findings of the CDC programme were published in May 2021 in the ‘Condition of School Buildings Survey: Key Findings’ report. This is available at: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/989912/Condition_of_School_Buildings_Survey_CDC1_-_key_findings_report.pdf.
Individual CDC reports have been shared with every school and their responsible body to use alongside their existing condition surveys to plan maintenance schedules and investment plans. The Department plans to publish detailed school level CDC data. The Department is still preparing the data and will publish it as soon as possible.
Well maintained, safe school buildings are a priority for the Department. Our funding is directed both to maintaining the condition of the school estate and rebuilding schools. The Department has allocated over £13 billion for improving the condition of schools since 2015, including £1.8 billion committed this financial year.
The ten year School Rebuilding Programme (SRP) is condition led. 400 of the 500 available places on the programme have been provisionally allocated. A list of these schools and the methodology used to select them is available at: https://www.gov.uk/government/publications/school-rebuilding-programme-schools-in-the-programme.
The following table shows the constituencies specified that have schools or colleges selected for the SRP:
Parliamentary constituency | Schools selected for SRP |
Houghton and Sunderland South | Farringdon Community Academy (announced February 2021) |
Basingstoke | Cranbourne (announced December 2022) |
Birmingham, Northfield | Green Meadow Primary School (announced December 2022), King Edward VI Balaam Wood Academy (announced December 2022) |
Chingford and Woodford Green | Burnside Secondary PRU (announced July 2021), Highams Park School (announced July 2021), Chingford Foundation School (announced July 2022) |
Croydon South | Thomas More Catholic School (announced July 2022), The Minster Junior School (announced December 2022), The Minster Nursery and Infants Church of England Academy (announced December 2022) |
Darlington | Polam Hall School (announced July 2022) |
Derby North | Becket Primary School (announced July 2022), Mickleover Primary School (announced December 2022), Saint Benedict, A Catholic Voluntary Academy (announced December 2022) |
The 239 schools announced in December 2022 will enter delivery at a rate of approximately 50 per year, over a five year period from 2023. The Department is currently undertaking due diligence on these schools prior to scheduling them, with schools prioritised according to the condition of their buildings, readiness to proceed, and efficiency of delivery. The scope and funding for each project will be confirmed following detailed feasibility studies and condition surveys of buildings.
Where a school identifies significant safety issues with a building, that cannot be managed within local resources, the Department considers additional support on a case-by-case basis. This includes applications for Urgent Capital Support (UCS) from eligible institutions. Schools eligible for Condition Improvement Fund (CIF) can apply for UCS where there are urgent health and safety issues that threaten school closure and cannot wait until the next CIF bidding round.
To ask the Secretary of State for Environment, Food and Rural Affairs, how many children aged 18 and under in Camborne and Redruth constituency (a) live in and (b) go to school in areas with unsafe levels of air pollution.
To ask the Secretary of State for Environment, Food and Rural Affairs, how many children aged 18 and under in Camborne and Redruth constituency (a) live in and (b) go to school in areas with unsafe levels of air pollution.
The Government does not hold this information.
Air pollution has reduced significantly since 2010 – at a national level emissions of fine particulate matter have fallen by 11%, while emissions of nitrogen oxides are at their lowest level since records began. The Government is committed to going further and is taking a range of actions to improve air quality, including through the landmark Environment Act 2021 and by implementing the Clean Air Strategy.
