To ask His Majesty's Government, further to the report by the Rail Accident Investigation Branch Collision between two passenger trains near Talerddig, Powys, published on 18 June, whether questions relating to dynamic passing were considered as a factor causing or worsening the consequences of the crash.
To ask His Majesty's Government, further to the report by the Rail Accident Investigation Branch Collision between two passenger trains near Talerddig, Powys, published on 18 June, whether questions relating to dynamic passing were considered as a factor causing or worsening the consequences of the crash.
The Rail Accident Investigation Branch (RAIB) is the independent body responsible for investigating rail accidents and determining their causes. In its report on the collision between two passenger trains near Talerddig, Powys, RAIB did not identify dynamic passing, dynamic loops or their absence as a cause of the accident, nor as a factor that worsened its consequences.

To ask the Secretary of State for Transport, what steps she is taking to improve the (a) frequency and (b) capacity of passenger rail services on the (i) Heart of Wales Line and (ii) Cambrian Line.
Services on these routes are provided by Transport for Wales (TfW). Capacity on the Cambrian Line will improve with the introduction of new trains in the next couple of years and TfW is preparing to introduce a fifth through service per day on the Heart of Wales line from December 2025.
To ask His Majesty's Government what lessons Network Rail has learned from the railway accident near Llanbrynmair on the Shrewsbury to Machynlleth line in October 2024; and how those lessons will be heeded throughout the railway network.
To ask His Majesty's Government what lessons Network Rail has learned from the railway accident near Llanbrynmair on the Shrewsbury to Machynlleth line in October 2024; and how those lessons will be heeded throughout the railway network.
The Rail Accident Investigation Branch (RAIB), the independent body responsible for investigating rail accidents in the UK, launched an investigation into the fatal accident at Talerddig, near Llanbrynmair in Powys, on 22 October 2024, the day after the accident. Once the investigation is complete, RAIB will publish an investigation report, which will highlight any recommendations or learning points.
Maintaining high safety levels on the railway remains a priority for this Government and we expect the relevant parts of the rail industry, including Network Rail, to act on any recommendations resulting from RAIB’s investigation.

To ask the Secretary of State for Transport when he expects an hourly rail service to commence between Birmingham and Aberystwyth.
To ask the Secretary of State for Transport when he expects an hourly rail service to commence between Birmingham and Aberystwyth.
The train service between Shrewsbury and Aberystwyth is funded and specified by the Welsh Government. They have announced the two-hourly service will be enhanced by four extra journeys from May 2015 for an experimental period of three years. There are no UK Government plans to extend these extra services to Birmingham as the half-hourly frequency between Shrewsbury and Birmingham is considered sufficient to meet passenger demand.
To ask Her Majesty’s Government what actions they will take to facilitate connections between the Cambrian Line and the train services provided from Porthmadog Harbour Station on the Ffestiniog and Welsh Highland railways in order to support the tourist industry.[HL6519]

The Cambrian Line is part of the Wales and Borders franchise operated by Arriva Trains Wales. The specification and day-to-day management of the franchise is the responsibility of the Welsh Government.

To ask Her Majesty’s Government what provisional levels of unreliability have been found during the trial of the European Rail Traffic Management System (ERTMS) on the Cambrian Line; whether those levels only allow the ERTMS to be used with new rolling stock, or whether it can be retro-fitted to old...
Network Rail and Arriva Train Wales hold performance data for ERTMS on the Cambrian line.
On initial introduction, the system suffered from some significant reliability problems. However, through joint working with the ERTMS supplier, these have been largely resolved and the system is performing well.
The reliability issues were not due to retro-fitment on existing rolling stock. They resulted from broader issues with the introduction of new technology. Indeed there has been wide-scale train retro-fitment of ERTMS on the continent.
For these reasons the Department for Transport believes that ERTMS is suitable for both retro-fit and for new rolling stock. ERTMS will not reduce speed and is expected to deliver further capacity enhancements in the future.
