Local planning authorities have a wide range of planning enforcement powers, with strong penalties for non-compliance, available to them.
Between 16 December 2025 and 10 March 2026, we consulted on a new National Planning Policy Framework. That consultation, which can be found on gov.uk here, included proposals relating to strengthening the policy on intentional unauthorised development. We are currently analysing the feedback received and will publish our response in due course.

My Department does not systematically collect or hold information on the precise reasons for increases in figures of each site type, although some information may be provided by local planning authorities in order to assist with quality assuring the relevant statistics.
Local planning authorities are best placed to provide information on reasons for increases in their area.

The Government understands the importance of insurance in building the financial resilience of consumers and protecting them when things go wrong. The Government engages with a wide range of interest groups as part of its work to ensure insurance markets work well for consumers. The Government exchanged correspondence with Friends, Families and Travellers on the issue of access to insurance in late 2025.
While insurers make commercial decisions on whether to offer cover, and at what price, they must comply with relevant legislation and regulatory rules. The Equality Act 2010 prohibits discrimination based on protected characteristics, such as race. The Financial Conduct Authority (FCA) also requires firms to treat customers fairly under its rules and, where necessary, has robust powers to take action against firms that do not comply with its rules.

The National Planning Policy Framework (NPPF) must be taken into account in preparing local development plans and is a material consideration in planning decisions.
National planning policy is clear that it is the responsibility of local planning authorities to assess the need for traveller sites in their areas and plan to meet that need, in the same way that they plan for all forms of housing.
In producing their local plan, local planning authorities should set pitch targets for traveller sites and identify a supply of specific deliverable sites sufficient to provide five years' worth of sites against their locally set targets.
When considering applications, local planning authorities should consider matters such as the local need for sites and whether an up-to-date five-year supply of deliverable sites can be demonstrated. It is for local authorities to make decisions on specific development proposals and locations, taking into account all relevant circumstances.
Retrospective planning applications must be determined in accordance with the local development plan unless material considerations indicate otherwise.
Between 16 December 2025 and 10 March 2026, we consulted on a new NPPF. The draft Framework, which can be found on gov.uk here, incorporates policies relating to traveller sites, currently set out in Planning Policy For Traveller Sites, within relevant chapters and the consultation sought views on strengthening the policy on intentional unauthorised development.

This government has no plans to issue a new round of the Traveller Site Fund established by the previous government in March 2022.
Traveller sites fall within the scope of the new £39bn Social and Affordable Homes Programme and I refer the Rt Hon. Member to the answer given to Question UIN 6421 on 12 June 2026.
