On 29 July 2026, the Prime Minister set out his objectives to reform the social care system and brought forward the timetable for Baroness Casey’s commission to inform that reform programme. All aspects of the current system will be reviewed as part of that process, including support for care home provision, and we will continue to update Parliament on a regular basis. To ask the Secretary of State for Health and Social Care, what assessment her Department has made of the potential merits of issuing national guidance on the procedures for care home closures.
On 29 July 2026, the Prime Minister set out his objectives to reform the social care system and brought forward the timetable for Baroness Casey’s commission to inform that reform programme. All aspects of the current system will be reviewed as part of that process, including support for care home provision, and we will continue to update Parliament on a regular basis. The Ministry of Defence consulted on proposals concerning the future of Ilford Park Polish Home (IPPH), for nine weeks between 7 April and 6 June 2026. The consultation generated a substantial response from current residents' families, representatives, members of the Polish community, staff, veterans, community organisations and wider stakeholders.
I anticipate publishing a formal response during September.

The department recently published ‘Enduring relationships’, setting out an expectation that local authorities and those helping children in care are supported to develop and maintain enduring relationships with key people in their lives. Local authorities are responsible for ensuring there are sufficient school places for all pupils, including those with special educational needs and disabilities (SEND).
As set out in our recent consultation on SEND reform, the government seeks to meet need at the earliest stage, avoid escalation to crisis, and enable children and young people to remain in their families and communities.
Residential provision may be the right way to meet the needs of some children and young people, but it can also remove them from their families and local support networks. We recognise there will always be a small group of children who require more intensive, round-the-clock care alongside their education or healthcare in a residential setting. However, we want to create a system where more children can access an education at home with their families.

To ask the Secretary of State for Health and Social Care, what discussions he has had with Birmingham City Council regarding local residential and nursing care capacity.
Local authorities are best placed to understand and plan for the needs of their population, which is why, under the Care Act 2014, they are tasked with the duty to shape their care markets to meet the diverse needs of all local people. This includes using local population and market data to inform commissioning decisions and drawing on providers’ insights into local market sustainability and workforce pressures to ensure that people have a choice of appropriate and high quality care services in their local area.
That this House commends Grovelands Care Home in Yeovil for earning a place on Lottie's List, a not-for-profit initiative celebrating the top 100 care homes across the UK; celebrates that this follows Grovelands being awarded an Outstanding rating by the Care Quality Commission; further commends the years of persistent hard work and dedication shown by Grovelands staff, alongside their unwavering commitment to providing an excellent standard of care to residents; expresses admiration at the tangible impact this has on residents' quality of life and that of their loved ones; recognises, however, that the social care system requires fundamental reform and that Grovelands and other care homes need greater support as the UK population continues to age; further notes the particular challenges for rural areas such as Somerset which have an older than average population facing greater social isolation, limited transport links, and poor access to services; and urges the new Government to honour its commitment to prioritise social care reform so that everyone in the UK can grow old with dignity no matter their postcode or socio-economic status.

That this House recognises that many people living in registered care settings do not have appropriate family members or friends available to support them in expressing their views, understanding decisions about their care, or exercising their rights; notes that existing statutory advocacy provisions under the Care Act 2014, Mental Capacity Act 2005 and Mental Health Act 1983 are limited to specific circumstances and eligibility criteria, leaving many residents without access to independent advocacy; further notes that social isolation, frailty, disability and dependency can make it difficult for individuals to have their voices heard; believes that all residents of care settings should have access to independent support where no suitable informal advocate is available; and calls on the Government to amend the Care Act 2014 to introduce a statutory right to independent advocacy for residents of registered care settings who do not have an appropriate friend or family member able and willing to represent their views and interests.
