To ask the Secretary of State for Energy Security and Net Zero, what assessment his Department has made of how the replacement of circulator pumps could be more effectively reflected in Government energy efficiency advice and guidance for households.
The Government keeps its energy efficiency guidance for households under regular review to ensure it reflects the full range of measures available. While current guidance does not provide specific advice in relation to circulator pumps, ecodesign regulations prevent the least efficient pumps from being placed on the market.
Looking ahead, the new Warm Homes Agency will play a central role in providing advice to households on improving the efficiency of their homes, including how smaller measures can complement wider upgrades. The Department will continue to work with delivery partners to ensure household advice reflects technological developments and best practice.

The Government is continuing to monitor the UK circulator pump market and will consider how these, alongside other technologies could support greater energy efficiency and the transition to Net Zero.

There are currently no plans to update Ecodesign regulations for circulator pumps. We are currently aligned with EU circulator regulations; however the Government will assess all new EU regulation on a case-by-case basis and will consider aligning where we see fit.

The ‘Welcome Home to Energy Efficiency’ advice site focuses on longer term changes consumers can make to their homes to make them more sustainable and help reduce energy costs.
The content of the site is regularly reviewed and updated by the Department’s policy teams to ensure the information on specific measures and schemes is accurate and that emerging new schemes and technologies are included.

The department has made no estimate of the number of homes fitted with central heating microbore pipework. However, the English Housing Survey commissioned by the department does provide information about heating systems in homes including the number of homes with central heating. The Clean Growth Strategy committed Government to phase out the use of fossil fuel heating in all buildings off the gas grid. Last year we engaged widely with industry and consumers to gather evidence to inform policy decisions. Respondents felt that it was highly likely that a range of technologies would be needed and that there was no single solution that would be appropriate for all buildings.
