To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential impact of development corporations on accelerating the conversion of vacant upper floors in town centres into residential accommodation.
My Department has made no specific assessment on the potential impact of Development Corporations in accelerating the conversion of vacant upper floors in town centres into residential accommodation.
The Planning and Infrastructure Act 2025 included measures to create a clearer, more flexible, and robust framework for development corporations.
The government intends to bring forward further legislation in due course to provide for locally led urban Development Corporations, enabling more coastal communities to establish them, where appropriate.
The Secretary of State is aware of the challenges caused by the drop in population in my constituency, which is resulting in the closure of some schools. What work is being done to ensure that if there is a need to create housing on those sites for future pupils, the Department can move more quickly to change the designation of education sites for other uses?

My hon. Friend is right to identify this issue. She has long argued in the House that we need both to manage declines in pupil numbers and to create more social and affordable housing for people including her constituents. There are a number of ways in which we are supporting schools at the moment, opening up space by expanding nursery provision in schools, inclusion bases and SEND support. However, I assure my hon. Friend that we are considering very carefully how we can ensure that sites are used well, for educational purposes and, possibly, for other purposes that they may be able to serve in the future.

What assessment her Department has made of the potential merits of converting former industrial buildings into cultural activity centres.
Repurposing industrial heritage drives local growth and community engagement. Funding is available through the National Lottery Heritage Fund, which has supported projects, such as Grimsby Youth zone, transforming vacant buildings into a vibrant youth hub.
The Heritage Revival Fund helps communities bring local heritage buildings back into public use. In January this government was pleased to announce the continuation of the Heritage Revival Fund for a further four years with almost £42 million of capital funding.

To ask His Majesty's Government what plans they have, if any, to establish grants or tax incentives to convert existing empty buildings into emergency housing for homeless people.
The government wants to see more empty homes brought back into use across the country.
We are allocating £950 million of capital for the fourth round of the Local Authority Housing Fund (LAHF) for councils in England to increase their supply of better-quality temporary accommodation for homeless people and resettlement accommodation for people on the Afghan Resettlement Programme (ARP). MHCLG gives local authorities flexibility to shape their delivery of LAHF according to local circumstances. This can include purchasing empty homes and conversion of other vacant properties to provide more homelessness accommodation.
Local authorities have strong powers and incentives to tackle empty homes. They have discretionary powers to charge additional council tax on properties which have been left unoccupied and substantially unfurnished for one or more years. As we outlined in the English Devolution White Paper, we intend to strengthen the ability of local authorities to take over the management of empty homes. Further details will follow in due course.

To ask the Chancellor of the Exchequer, what assessment her Department has made of the potential merits of disapplying VAT for the conversion of non-residential buildings into accommodation.
To support the delivery of new homes, conversions of buildings from a commercial to a residential use are subject to a reduced rate of VAT at 5%. The reduced 5% rate also applies to conversions of buildings from one residential use to another and to renovations of residential buildings that have been empty for at least two years.

To ask His Majesty's Government what estimate they have made of the number of places of worship in current plans for large-scale greenfield housing developments.
The National Planning Policy Framework (NPPF) is clear that planning policies and decisions should plan positively for the provision and use of community facilities, such as places of worship. It is for local planning authorities to make decisions on individual development proposals, and the government does not collate information on proposals to provide new places of worship as part of these.
The government is consulting on a new NPPF that includes clearer, more ‘rules based’ policies for decision-making and plan-making, designed to make planning policy easier to use and underpin the delivery of faster and simpler local plans. The consultation includes policies to support the provision of places of worship, including where a development proposal for housing, employment or other development would give rise to significant numbers of additional people living in, working in or visiting an area.
We are inviting views on these proposals through the consultation, which is available here and will remain open for responses until 10 March 2026.

To ask His Majesty's Government whether they plan to take steps to ensure that new buildings in central London that have been empty for over six months can be acquired by the Government and used for social or economic purposes.
The government wants to see more empty homes brought back into use across the country.
Local authorities have strong powers and incentives to tackle empty homes. They have the discretionary powers to charge additional council tax on properties which have been left unoccupied and substantially unfurnished for one or more years. The maximum premium that a council can apply increases, depending on the length of time that the property has been empty for, with a premium of up to 300% on homes left empty for over ten years. They can also access funding through the Affordable Homes Programme and Local Authority Housing Fund.
Local authorities can also use powers to take over the management of long-term empty homes to bring them back into use in the private rented sector. Local authorities can apply for an Empty Dwelling Management Order (EDMO) when a property has been empty for more than two years, subject to the production of evidence that the property has been causing a nuisance to the community and evidence of community support for their proposal. The government outlined its intent to strengthen local authorities’ ability to take over the management of vacant residential premises in the English Devolution White Paper published in December 2024 which can be found here. Further details will be set out in due course.

To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of the potential merits of requiring planning permission to change residential homes to short-term lets.
While short-term lets can benefit local economies, the government recognise that excessive concentrations of them impact on the availability and affordability of homes for local residents to buy and rent, as well as local services.
We are considering what additional powers we might give local authorities to enable them to respond to the pressures created by short-term lets as well as second homes.
