Citizens Advice is an independent charity funded from a range of sources.
The Department for Work and Pensions awards a grant to Citizens Advice and Citizens Advice Scotland to provide practical, tailored support to help individuals make a new claim to Universal Credit. This support offer, known as “Help to Claim”, is available to anyone, including those in North Staffordshire, and is now in its eighth year.
As part of this arrangement, the Department provides a dedicated telephone contact line, alongside oversight and assurance to ensure the service meets agreed standards and requirements.

That this House celebrates the 85th anniversary of Citizens Advice Torbay, founded on 8 November 1940, and applauds its enduring role as a champion for local people; notes that the national Citizens Advice service began in 1939 with 200 bureaux opening just days after the outbreak of the Second World War; recognises that from its earliest days, volunteers in Torbay supported residents with wartime challenges including rationing, evacuation, homelessness, missing relatives and debt; further notes that Citizens Advice Torbay has consistently upheld the principles of being free, confidential, impartial and independent, while adapting to reflect the changing needs of communities across Torquay, Paignton and Brixham; acknowledges the organisation’s longstanding contribution to consumer protection, family and housing advice, debt and money management and its vital role during economic recessions and the coronavirus pandemic; pays tribute to the amazing staff and volunteers whose dedication enabled the service to expand, develop outreach in GP surgeries and provide increasingly complex casework as residents face overlapping issues of deprivation, housing, employment and ill health; and commends both Citizens Advice Torbay and the national Citizens Advice network, used by four in ten people during their lives, for giving individuals the knowledge and confidence they need to find a way forward, and for 85 years of outstanding public service.

People in England and Wales should be able to access legal aid services regardless of where they live, provided they meet the relevant eligibility criteria. The Legal Aid Agency (LAA) is responsible for commissioning legal aid services across the country to ensure coverage in rural areas. It monitors the numbers of providers in each procurement area and across all categories of law. It takes operational action where possible, to respond to market pressures that may arise and works closely with the Ministry of Justice on policy solutions concerning the supply of legal aid.
In the recent consultation on immigration and housing legal aid fees, the Ministry of Justice gathered evidence on ways to improve providers’ ability to provide advice remotely and flexibly across all categories of civil legal aid, while maintaining effective arrangements for clients who need face to face advice. Greater use of remote video technology can enable people to access a wide range of specialist advice wherever they are in the country. In addition, legal advice for education, discrimination, housing and debt issues is always available through the Civil Legal Advice telephone service, wherever you are in England and Wales.
Moreover, individuals facing the loss of their home can access early legal advice in respect of housing, debt and welfare benefit issues on a remote basis under the Housing Loss Prevention Advice Service (HLPAS).
As part of the £24 million increase for criminal solicitors implemented in 2024, the Ministry of Justice is paying for travel time for solicitors who work or commute to work in a small number of scheme areas with fewer than two legal aid providers, as well as the Isle of Wight.
The Ministry of Justice and Legal Aid Agency continue to work closely with Citizens Advice on legal aid and legal support. Citizen Advice holds contracts across a number of civil legal aid categories, including housing and debt and HLPAS, and is represented at the Legal Aid Agency Civil Contracts Consultative Group (CCCG), where issues such as provision and capacity are discussed. I recently met with its Chief Executive who also sits on the Legal Support Strategy Delivery Group which is comprised of key stakeholders from the advice sector. This group is working with the Ministry of Justice to develop and implement a long-term programme of work to improve the legal support system across the country, making it more effective, efficient and sustainable.
That this House commends Drumchapel Citizens Advice Bureau (CAB) for the crucial services it provides to residents in the north west of Glasgow; notes that the CAB, based in Glasgow West, was founded in 1963 to help those living in the G1 to G15 areas by providing free, confidential and impartial advice on issues like housing, benefits, employment, debt, consumer and tax issues; further notes that the bureau provides vital advocacy services through partnership working with key service providers such as local housing associations, the NHS, and government agencies, as well as utilising the lived experience of clients to help shape government policy and influence public service decision makers; understands that the service recently held its AGM at which it published its Annual Report 2024-2025, recording another busy and successful year; recognises that during the year Drumchapel CAB helped over 3,000 clients, assisting with more than 13,000 individual cases, which contributed to over £3.7milllion in financial gains for clients; commends their recent campaign to recruit and train volunteer interpreters, as well as their wider work engaging with ethnic minority local community groups, universities, and the Scottish Refugee Council, ensuring their service is accessible to all those in need; applauds their campaigning over the year which saw them work collaboratively with the Citizen Advice Scotland network; thanks the whole Drumchapel CAB team, which comprises of both paid staff and over fifty volunteers, for their dedication to supporting the people of Glasgow; and wishes Drumchapel Citizens Advice Bureau continued success for the future.

To ask the Secretary of State for Business and Trade, what processes are in place to help ensure that consumers who submit complaints to Trading Standards through Citizens Advice receive feedback on the outcome of their complaint.
Trading Standards are provided by local authorities who operate independently from central government and make enforcement decisions according to local need.
Trading Standards act in the collective interest of consumers rather than resolving individual matters. In most cases, Trading Standards will not need to contact a complainant directly but will use information provided to prioritise intervention or enforcement action against rogue traders causing the most harm.
Citizens Advice consumer service received over 827,000 contacts in 2023-24. Every contact received by Citizens Advice is logged on a national database, which is accessible by consumer enforcement agencies, including local Trading Standards, to analyse trends and inform their enforcement activities.

In order to repair the public finances and help raise the revenue required to increase funding for public services, the Government has taken the difficult decision to increase employer National Insurance.
HMRC recently published on 13 November a Tax Information and Impact Note that covers the impact of employer NICs changes.
The Government has protected the smallest businesses and charities from the impact of the increase to Employer National Insurance by increasing the Employment Allowance from £5,000 to £10,500, which means that 865,000 employers will pay no NICs at all next year, more than half of employers will see no change or will gain overall from this package, and all eligible employers will be able to employ up to four full-time workers on the National Living Wage and pay no employer NICs

Help to Claim (HtC) was developed and delivered from 2019, and continues to be delivered by Citizens Advice and Citizens Advice Scotland independently across England, Scotland, and Wales. A further £38m investment is planned for HtC for two years from April 2024.
HtC provides tailored practical support to anyone who needs it and it enables individuals requiring additional support to make and maintain their UC claim, up until their first correct UC payment. HtC supports customers through telephony and digital channels (including webchat). Where somebody is unable to make a digital UC Claim they will support that person to make a UC Claim by telephone. Those individuals who are unable to access support via these channels will be signposted to their local jobcentre, where staff will identify the right support to meet their needs, face-to-face.
Since April 2019, HtC has supported nearly 900,000 people.

That this House expresses concern at research published by Citizens Advice in its Living on Empty report, which indicates that more than half the people whom Citizens Advice helps with debt cannot cover the basic cost of living, even after receiving expert advice; notes that the report outlines that essential costs have outpaced the income of people who are helped through Citizens Advice debt advice service; further notes that the annual income that the people Citizens advice help with debt advice need to avoid a negative budget has more than doubled since 2019 from around £7,000 to more than £15,000; is concerned that the number of people across the country whose monthly income isn’t enough to pay for their essentials has more than doubled in the last two years, from one in 20 to one in 10 UK households; and commends Citizens Advice for the lifeline service that it provides to people across the country as it is faced with increasing demands for its service.
