The Cabinet Secretary is leading a Review into the Organisation, Performance and Transformation of the Permanent Civil Service, with the aim of setting out a vision for its future as a world class institution serving the duly elected government of the day, building on its existing strengths.
As per the Review’s Terms of Reference, an external expert advisory panel is being constituted to inform the review.

The Cabinet Office does not hold actual payroll outturn employer National Insurance (NI) contributions costs for all Civil Service departments and organisations.
However, departments are required to publish payroll outturn information including employer NI contributions each month as part of Monthly Workforce Management Information (MWMI) transparency reporting on gov.uk. MWMI data for Cabinet Office from March 2011 to July 2026 can be found here: https://www.gov.uk/government/collections/payroll-costs-and-non-consolidated-pay-data-cabinet-office
In addition, the Cabinet Office does produce estimates for the snapshot Civil Service total paybill that includes estimated employer NI costs. These estimated NI costs are provided in table 1 below:

Employer NI costs are estimated using civil servant salary, allowance and NCPRP data from ACSES as at ‘snapshot’ date of 31st March in each year, and have been adjusted for missing values. They have not been adjusted for inflation (i.e. they are nominal values).
Employer National Insurance rates increased from 13.8% to 15% on the 6th April 2025. The new rate has been used to estimate Civil Service employer national insurance for 2025 and 2026.

To ask the Minister for the Cabinet Office, what steps he is taking to reform the Civil Service to improve productivity.
The government is committed to improving Civil Service productivity. This includes reducing bureaucracy by adopting digital technology and AI tools, streamlining approval processes, and establishing a higher-skilled civil service with stronger accountability for performance.
Through automation of routine administrative tasks, we are freeing up civil servants to focus on high-value casework and delivering better services to the public. For example, the incubator for AI (i.AI) tool "Consult", has publicly supported 38 consultations across 10 departments, saving tens of thousands of administrative hours and millions of pounds.
The Cabinet Secretary is also leading a wide-ranging review of the permanent Civil Service to set out a vision for its future as an efficient, world class institution serving the elected government of the day. The review will report before summer 2027. Its final report will include proposals to strengthen accountability and capability across the Civil Service, with a focus on delivery, innovation and productivity, and public trust.

The Manchester Digital Campus programme is progressing well, with its Outline Business Case approved earlier this year. The Full Business Case is currently in development, with submission targeted for 2027. A summary Business Case has not been produced. Any future publication of the approved business case for the Manchester Digital Campus (MDC) will be assessed in accordance with government guidance, taking into account standard exemptions.
