To ask the Secretary of State for Defence, what is the timeframe for the acquisition of three floating docks at Faslane.
The Defence Investment Plan announced Programme Euston, a multi-billion-pound investment that will deliver three floating docks and associated infrastructure at HM Naval Base Clyde. This capability will support resilient out-of-water engineering for all Royal Navy nuclear-powered submarine classes and forms part of the wider Clyde Transformation Programme
Detailed delivery arrangements and programme schedules are being developed and will be taken forward in line with normal approvals and value-for-money requirements, with further information provided in due course.

The Clyde Infrastructure Programme forms part of the wider Clyde Transformation Programme and Project Royal Oak, through which the Government is investing in the modernisation of HM Naval Base Clyde, alongside HMNB Portsmouth and HMNB Devonport.
The Clyde Infrastructure Programme is already underway and is delivering modern waterfront infrastructure, training facilities, and accommodation to support the continued safe and secure operation of submarines, including the transition to the Dreadnought class. Delivery of the programme will continue to be delivered aligned to operational requirements. Four blocks of new Single Living Accommodation will be completed by late 2026. The full completion date of the programme is expected in 2033, reflecting the substantial increase and scope of work included in the Clyde Infrastructure Programme.

To ask the Secretary of State for Defence, with reference to the Defence Investment Plan, published on 30 June 2026, page 30, what progress has he made in acquiring three floating docks and infrastructure at Faslane.
The Defence Investment Plan announced Programme Euston, a multi-billion-pound investment that aims to deliver resilient out of water engineering capability at HMNB Clyde. This will support all in service Royal Navy nuclear-powered submarines and assure the resilience of future maintenance of the UK’s submarine fleet.
The programme forms part of the Government's wider Clyde Transformation programme. The Clyde Transformation Programme is a multi-decade, multi-billion-pound regeneration of HMNB Clyde and the Defence Nuclear Enterprise. Detailed delivery arrangements and programme schedules are being developed, and further information will be provided in due course.

In line with the Defence Investment Plan, we will invest £26bn in Project Royal Oak over the next decade. This will be the biggest naval base upgrade for over 45 years, including multi-billion pound programmes at Faslane, Portsmouth and Devonport. HM Naval Base Clyde will see a multi-decade, multi-billion pound infrastructure transformation programme to improve working conditions and ensure readiness for the Dreadnought and SSN-A submarines.

The Establishment Management Plan at His Majesty’s Naval Base (HMNB) Clyde does not include actions to monitor and manage any potential discharges of radioactive material into surrounding environments. Its focus is on maintaining safe, secure, and high-quality estate, buildings, and infrastructure. Whilst the Establishment Management Plan is not a nuclear safety document it will be informed by, and take into consideration, regulatory requirements.
While the treatment of radioactive material is outside of the scope of the Estate Management Plan, I can confirm handling radioactive substances safely and securely at HMNB Clyde are of the utmost importance. HMNB Clyde engages frequently with regulators to ensure it is discharging its responsibilities in compliance with regulations concerning the treatment of radioactive materials. There are extant Defence and independent monitoring programmes in place also.

To ask the Secretary of State for Defence, pursuant to the Answer of 3 April 2025 to Question 44144 on Armed Forces: Training, what recent steps his Department has taken to help improve HMNB Clyde’s OFSTED rating to Outstanding.
The Ministry of Defence is committed to ensuring the highest standards of training and welfare across all its establishments, including HMNB Clyde which was rated GOOD following Ofsted’s most recent inspection.
The Royal Navy has reflected on the recommendations made by Ofsted following their inspection of HMNB Clyde and continues to implement improvements as recommended by the Ofsted report. This continues to make HMNB Clyde a safe place for living, studying and working.
This has included: implementing new governance structures for learning, as well as care and welfare, and the continued renovation and refurbishment of trainee accommodation and facilities, complementing the wider works to improve HMNB Clyde.

There has been no unsafe radioactive material released into the environment of Loch Long at any stage. The Royal Navy frequently engages with regulators who report there is no significant impact on the environment or public health. Appropriate preventative measures are in place to reduce safety risk, and the events reported reflect the rigorous monitoring that is carried out to ensure that any issues are identified and dealt with.
His Majesty’s Navy Base (HMNB) Clyde complies with international best practice as recommended by the International Atomic Energy Agency (IAEA). Nuclear safety at these sites is independently overseen by the Defence Nuclear Safety Regulator (DNSR) and the Office for Nuclear Regulation (ONR), who have robust powers to address concerns and recommend changes where necessary. These structures ensure that nuclear safety is treated with the seriousness that it requires.
