The Ministry of Defence (MOD) has no plans to adopt an unofficial medal in recognition of UK military service during the Cold War.
In the UK, the granting of official Honours and Awards is made at the behest of His Majesty, The King who is advised by the Cabinet Office led Committee on the Grant of Honours, Decorations and Medals. In turn, this committee is advised on matters of historic military recognition, by the independent Advisory Military Sub-Committee, rather than the MOD.
The issue of generic medallic recognition for service during the Cold War was officially considered by Sir John Holmes as part of his review of Military Medals in 2012. The Review did not recommend that a Cold War medal should be introduced.

It is clear that the professionalism and resolve of British and NATO forces during the Cold War years was an important factor that contributed to the collapse of the Warsaw Pact military alliance. However, it is widely recognised that this was achieved without recourse to the type of military activity for which campaign medals are generally instituted and there are no plans to introduce such an award. However, individual meritorious service or acts of bravery could be recognised through the usual UK State Honours system.
Many people leave the British Armed Forces without having been eligible for a campaign service medal. This position does not lessen our appreciation for the courage shown and sacrifices made by all our brave personnel during their Service.

This Government appreciates the courage shown and sacrifices made by all of our brave Service people during the Cold War years. During that period, some military units or formations doubtless experienced incidents or periods of activity where their exposure to risk and rigour may have been heightened. However, military activity never reached a level where it would have been appropriate to institute a campaign service award. Consequently there are no plans to introduce such an award.

That this House, mindful of Sir Winston Churchill's words 'of all the branches of men in the forces, there are none which shows more devotion and faces grimmer perils than the submariner' is grateful to those who serve in the Royal Navy Submarine Service during the Cold war, spending months at sea on covert operations, without home contact, enduring great dangers and exhibiting stoic fortitude and courage, quietly guarding this nation, helping to maintain peace at troubled times; is grateful to the International Submarines Association of Great Britain and wishes it well in hosting an international convention in Chatham this year with participants from 17 nations, most of which have formally recognised the Cold War service of their submariners with a medal; and calls on the Government to award a campaign medal to British Submariners to recognise the service given and the sacrifices they made.
