Community spaces have a significant role to play in developing social networks, encouraging community participation, and promoting civic pride. Through the English Devolution and Community Empowerment Act 2026, we are empowering communities with the introduction of a new Community Right to Buy, giving them the first opportunity to purchase Assets of Community Value when they are put up for sale by their owner.
We are currently developing the wider regulatory framework to implement the new powers and more information will be announced in due course.

My Department is working across government to deliver our manifesto commitment to double the size of the co-operative and mutuals sector, following the commitment to establish a Co-operatives Development Unit in the Pride in Place Strategy.

The Government has introduced a support package worth £4.3 billion, to protect against ratepayers seeing large overnight increases in bills.
In addition, the Government has introduced new permanently lower multipliers for eligible retail, hospitality and leisure (RHL) properties. These new multipliers are worth nearly £1 billion per year and benefit over 750,000 properties.
On top of this, pubs and live music venues also benefit from 15% off their new business rates bills this year. Bills will then be frozen in real terms for a further two years.
Three-quarters of pubs will see bills flat or falling in April. The new relief is worth £1,650 for the average pub this year. As a sector pubs will pay 8% less in business rates in 2029 than they did in 2025/2026.
Pubs in rural areas may also benefit from either Rural Rate Relief or Small Business Rate Relief (SBRR). Rural Rate Relief aims to ensure that key amenities are available and community assets are protected in rural areas. It provides 100% rate relief for properties that are based in eligible rural areas with populations below 3,000. Around a third of properties in England pay no business rates because of SBRR.
The Government has also committed to review the methodologies by which pubs are valued for business rates.

Through the UK Government's Pride in Place Programme, up to £5.8 billion is being invested over ten years in 284 neighbourhoods experiencing the highest levels of deprivation. In Northern Ireland, this includes up to £20 million funding and support each for Coleraine and Derry~Londonderry in phase one of the programme. In each place, the local neighbourhood board will work with the community to decide how this funding is spent, which may include investment in community facilities, where this reflects community priorities.
Northern Ireland’s share of funding derived from phase two of the Pride in Place Programme and the Pride in Place Impact Fund for 2025-26 to 2028-29 will be delivered as part of the Local Growth Fund.
We are also delivering fairer funding for local government in England, targeting money where it is needed most through the first multi-year Local Government Finance Settlement in a decade. This Settlement strengthens the relationship between deprivation and funding need. By 2028-29, the top 10% most deprived areas will receive 45% more funding per head than the least deprived. The majority of funding in the Settlement is unringfenced recognising that local leaders are best placed to identify local priorities.

The Secretary of State engages regularly with ministerial colleagues on a range of matters. This includes the flagship £5.8 billion Pride in Place Programme which is targeting places experiencing the highest levels of deprivation, providing flexible funding over 10-years to unlock the potential of the place they call home.
Through Pride in Place Boards we are providing the interventions and autonomy needed to deliver improvements that matter to residents, including activities that increase access to education and opportunity.

Schedule 31 of the English Devolution and Community Empowerment Act 2026 introduces a strong new community right to buy, which will empower local people to bring community spaces back into community ownership.
We are currently developing the regulatory framework to implement the new powers, alongside the new £61m Pride in Place Community Right to Buy Fund to support communities to take ownership of valued local assets. More information will be announced in due course.

On 20 May, this government announced the £92 million Places of Worship Renewal Fund to support capital works keeping listed places of worship safe, open, and in public use. Community benefit is considered as part of the assessment.
We also provide the Churches Conservation Trust £3 million per annum to maintain more than 350 churches, and are providing £42 million to support communities to take on the buildings they love, including buildings that were places of worship, through the Heritage Revival Fund.

The Government will invest £400m in new and upgraded grassroots sport facilities, promoting health, wellbeing and community cohesion, while removing the barriers to physical activity for under-represented groups, such as women and girls, people with disabilities, and ethnic minority communities.
We provide the majority of funding for grassroots sport through our Arm’s Length Body, Sport England - which annually invests over £250 million in Exchequer and Lottery funding in areas of greatest need to tackle inactivity levels through community-led solutions.
We are ensuring that future grassroots sports facilities funding programmes are tailored to local demand, and provide communities with year-round facilities where that demand exists. We are committed to ensuring that everyone, regardless of background, has access to quality sport and physical activity opportunities, which means delivering a range of facilities across the UK.
Through the Multi-Sport Grassroots Facilities (MSGF) Programme, we are ensuring investment reaches those who need it most. In 2026/27, we are investing in artificial grass pitches, which play a crucial role in getting more people active across the UK. They provide year-round playing surfaces which can sustain up to 80 hours of use per week - significantly more than grass pitches, helping more people to access the benefits of physical activity.
At least 40% of MSGF-funded projects will have a multi-sport offer to allow more people to participate in sports other than football. This means that more people can get access to a wider variety of sports and activities that appeal to them including rugby, cricket and basketball. Projects are also required to generate partner funding, ensuring we achieve value for money on Government investment.

As I emphasised during a recent Westminster Hall debate, the Government recognises and celebrates the contribution that community spaces make to local people and we have taken steps to support more communities to have access to shared environments.
The National Planning Policy Framework (NPPF), published in December 2024, sets out that planning policies and decisions should plan positively for the provision and use of shared spaces, community facilities (such as local shops, meeting places, sports venues, open space, cultural buildings, public houses and places of worship) and other local services to enhance the sustainability of communities and residential environments.
Libraries form a key example of these community spaces, Surrey County Council has 52 static libraries. The library service previously received £75,000 from the Libraries Improvement Fund to introduce flexible shelving within eight of its libraries (Ashtead, Chertsey, Dittons, Farnham, Godalming, Haslemere, Oxted, and Reigate). This allows libraries to move furniture around to reconfigure spaces and accommodate more events, services, and visitors.
Between 16 December 2025 and 10 March 2026, we consulted on changes to the NPPF. That consultation, which can be found on gov.uk here, includes proposals relating to community facilities. We are currently analysing the feedback received and will publish our response in due course.
