To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of community-led housing in breaking down discrimination in access to housing.
To ask the Secretary of State for Housing, Communities and Local Government, what assessment he has made of community-led housing in breaking down discrimination in access to housing.
The government recognises that the community-led housing sector delivers a wide range of benefits including strengthening community participation in local decision-making, engendering community cohesion, achieving high quality design and strengthening the co-operative economy.
In March, we announced a £20m 10-year social finance investment to provide capital finance for community-led housing, which is expected to directly support the construction of more than 2,500 new homes over the next decade. These housebuilding projects will be led by communities to specifically address local needs in their area.
The revised National Planning Policy Framework published on 12 December strengthened support for community-led housing, including through changes to the size limit on community-led exception sites and a broadening of the definition of organisations able to deliver community-led housing.
The new Social and Affordable Homes Programme seeks to support an increase in the delivery of community-led and rural housing. The flexibility in grant rates provided for under the new programme will help community-led schemes achieve viability and help the sector grow towards its full potential.
I recently visited Hawthorn Housing Co-operative in my constituency. It has been a registered social landlord since 1987, and it provides homes and services to around 364 tenant members. I thank my hon. Friend for championing the work of Hawthorn Housing Co-operative. The government is also considering opportunities to legislate to establish a legal framework for a co-operative housing tenure, which would help formalise the rights and responsibilities of both co-operatives and their tenants, and make co-operative housing a more attractive option.

As the Competition and Markets Authority set out in its final decision letter published on 30 October 2025 (which can be found on gov.uk here), the government will disburse England’s proportion of the payment to the affordable homes programmes delivered by Homes England and the Greater London Authority.
On 7 November 2025, my Department published a policy statement on the Social and Affordable Homes Programme (SAHP) which can be found on gov.uk here. This was accompanied by detailed guidance for prospective bidders published by Homes England and the Greater London Authority.
While maximising supply is at the forefront of the SAHP, the programme is also designed to support greater diversity and supply of the different types of homes that can be delivered, as well as greater diversity in who delivers these homes.
We recognise that some types of social and affordable homes that are much needed can often cost more to deliver – such as some homes built by local councils, supported housing, community-led and rural homes. The new programme is designed to be flexible to support the greater diversity of supply needed, and we are asking providers to come forward with ambitious bids that reflect this diversity.
The flexibility in grant rates provided for under the new programme will help community-led schemes achieve viability and help the sector grow towards its full potential.

I refer the hon. Member to the answer given to Question UIN 74018 on 16 September 2025.

Local Growth Plans provide a long-term strategic framework for growth in their regions, and all mayors will be required to produce and publish one. The plans articulate a ten-year vision for growth, identifying shared priorities to be taken forward with the UK Government.
As locally led plans, MSAs may identify priorities in relation to housing where relevant in their Local Growth Plans. In addition, the Planning and Infrastructure Bill enables mayors of combined authorities to specify an amount of housing (of any kind) in their spatial development strategies, where they consider it to be of strategic importance to the strategy area.

Redwood Housing Co-operative spans five floors of social housing in the iconic OXO Tower on the south bank of the River Thames. Given that Redwood is run by its tenants, charges some of the lowest rents in central London and offers some of the best views, should not every community have a Redwood?

My hon. Friend has long championed co-operatives, and I recognise his commitment to expanding co-ops in London and across the country. With that example, he draws our attention to the benefits that they can provide. We are considering opportunities to legislate to establish a legal framework for a co-operative housing tenure, which would help formalise the rights and responsibilities of both co-operatives and their tenants, and make co-operative housing a more attractive option. As my hon. Friend will know, I am more than happy to discuss the matter with him further at a suitable opportunity in the near future.

In my Chichester constituency, a lack of available land drives high-density schemes in rural villages that lack the necessary infrastructure, and the schemes quickly become unpopular locally. Community land trusts such as the Westbourne Land Trust gain local support and deliver affordable homes, and that gives communities a real stake in that development. Does the Minister agree that community buy-in is essential if the Government are to reach their target for building homes? What steps are being taken to help community land trusts go from the planning phase to building homes?

The hon. Lady outlined another benefit of community land trusts: getting local buy-in. The availability of land is an issue for CLTs. I have already set out some of the ways that we are supporting them through new investment. As the Secretary of State said earlier, the new social and affordable housing programme will be designed with the flexibility necessary to support a greater diversity of social and affordable housing supply, including community-led housing.

As set out in our five-step plan for delivering a decade of renewal for the social and affordable housing, we are committed to strengthening social housing providers’ financial capacity to deliver new homes, including through our new ten-year, £39 billion Social and Affordable Homes Programme.
We also encourage providers to explore opportunities to extend their financial capacity further, and to enable delivery in sensitive, rural areas, by working together to deliver new homes through joint ventures.
Where advice on how to make best use of these arrangements is required, councils, housing associations, and community led-housing groups outside of London can reach out to Homes England’s Self Commissioned Homes Delivery Unit. Councils in England can also seek specialist advice on all aspects of housing delivery from the Local Government Association’s Council Housebuilding Support Service.

Community-led housing schemes can apply for government funding through a range of existing programmes, including the Brownfield Land Release Fund and the Affordable Homes Programme.
On 25 March, we announced a £20 million support package for community-led housebuilding groups, including housing co-operatives and community land trusts. This investment, managed by Resonance Ltd, will support the construction of over 2,500 new homes in the next decade, addressing local needs.

The Jobs Plus pilot which began in summer 2024 is an exciting test of how housing and community-led employment support can help engage social housing communities. The first report, due this summer, will help us understand how Jobs Plus or similar models might help us achieve our objectives to Get Britain Working. Evaluation will be shared with a range of commissioners and stakeholders, including local authorities.
Local Get Britain Working plans will support areas in identifying and addressing labour market challenges, tackling inactivity, and increasing employment rates. They are a key element in tackling challenges in labour market participation across England and in achieving the long-term ambition to achieve an 80% employment rate.
Local government have been asked to lead a partnership of local labour market stakeholders and seek insights from a broader range of stakeholders. The guidance we published earlier this year included housing associations in the list of key partners to consider.
Drawing on the range of experiences and expertise of partners within the area, the partnership will ensure a comprehensive analysis of key labour market issues and priorities as well as setting short- and longer-term objectives specific to the needs of the labour market locally.

The government is committed to supporting communities. The Devolution White Paper, published on 16 December 2024, outlines plans for a new Community Right to Buy, allowing locals to acquire valued community spaces. The £1.5 billion Plan for Neighbourhoods will provide up to £20 million in funding over the next decade to 75 of the most deprived communities, partnering with residents, businesses, and local authorities to drive renewal.

This investment, managed by Resonance Ltd, will support the construction of over 2,500 new homes in the next decade, addressing local needs. Following a consultation on the National Planning Policy Framework, we have also strengthened support for community-led housing by changing size limits on exception sites and broadening the definition of eligible organisations. Our Long-Term Housing Strategy will further support this sector's growth.
