Seven housebuilders have agreed to pay a total of £100 million to affordable housing programmes across all four nations of the UK following a CMA investigation in response to concerns that they exchanged details about sales including pricing, number of property viewings and incentives offered to buyers.
The CMA is currently undertaking a consultation on how the money may be used. That consultation closes 24 July. Decisions on how the money is allocated will be made after the responses to the consultation have been analysed.

Community Land Trusts and other community-based organisations can already apply to become registered providers of social housing. The Regulator of Social Housing (RSH) sets registration criteria with respect to an applicant’s financial situation, constitution, or other arrangements for its management. Applicants who meet these criteria, regardless of the specific model of the provider, must be registered by law.
Being a registered provider brings significant responsibilities. RSH’s registration criteria are designed to ensure that, once registered, social landlords are capable of meeting ongoing regulatory requirements to provide safe, well-maintained homes through organisations that are well governed and financially viable.
The Regulator uses an outcomes-based approach to regulation; this also applies to the registrations process. This means that applicants have flexibility in how they demonstrate that they meet the criteria, allowing applicants with a range of business structures to have an approach that suits their needs.

The Government intends to introduce a package of plan-making reforms next year which will make the process of preparing local development plans clearer and more transparent, as well as making it easier for communities and stakeholders, including Community Land Trusts, to engage with it.
National design guidance already highlights the importance of community consultation in the preparation of design codes. To assist neighbourhoods in preparing their own codes the department have also supported Locality, a national membership network of local community organisations, including Community Land Trusts, providing specialist advice, peer learning and resources.
In addition, our recent consultation on proposed reforms to the National Planning Policy Framework specifically included proposals designed to strengthen support for community-led housing, including changes to the size limit on community-led exception sites and a broadening of the definition of organisations able to deliver community-led housing. The consultation closed on the 24 September and officials in my department are currently analysing responses with a view to publishing a government response before the end of the year.

Community Land Trusts can apply to our delivery partners Homes England and the Greater London Authority for funding through the Affordable Housing Programme. If the development includes low cost rented tenures, they will also need to be a registered provider of social housing to receive funding or work in partnership with a registered provider.

The government intends to act quickly to provide homeowners with greater rights, powers, and protections over their homes by implementing the provisions of the Leasehold and Freehold Reform Act 2024. These include specified exemptions for community-led housing from the ban on new leasehold houses and freehold acquisition. This will be provided the community-led housing provider obtains a certificate from the relevant Tribunal.
The implementation of the Leasehold and Freehold Reform Act 2024 will require an extensive programme of secondary legislation and we will set out the details in due course.
With regard to new leasehold flats, the government is committed to banning their sale and making commonhold the default tenure and we intend to consult on the best way to achieve this.

The Government is committed to supporting Community Land Trusts and other providers of community housing. The National Planning Policy Framework sets out the Government's planning policies for England and how these are expected to be applied, and was most recently revised in December 2023. The National Planning Policy Framework now includes several measures that will support the diversification of the housing market, including the growth of the community-led housing sector. These new measures include:
- A new community-led housing exception sites policy to encourage local authorities to support the development of community-led sites that deliver affordable housing to meet local need;
- encouragement to local planning authorities to seek opportunities to support small sites to come forward for community-led development for housing;
- greater emphasis on the role that community-led development can have in supporting the provision of housing in rural areas; and
- a definition of “community-led developments”, which will help planning authorities provide support for local proposals for community-led housing development;
Community-based groups (or their partner organisations) who are registered as providers of social housing may apply for capital grant through the £11.5 billion Affordable Homes Programme (AHP).
In addition, in 2023, we provided £3 million to support a social finance fund to provide equity and loan finance for community-led housing schemes across England. This fund is expected to support the delivery of 1587 homes over ten years.
That this House recognises the outstanding work done by the Community Land Trust Organisations and their invaluable role in creating affordable housing in perpetuity; notes their role in addressing the housing crisis, particularly in high cost housing areas such as Oxfordshire; congratulates Oxfordshire Community Land Trust on Crofts Court, its first development of eight affordable homes completed in June 2023 after more than 10 years of dedicated work and determination by volunteers; acknowledges that this housing will provide much needed affordable, secure housing in one of the most expensive counties in the country for those on the local council’s housing register; applauds the efforts of Oxfordshire Community Land Trust in raising over £500,000 in Community Shares; celebrates that this housing will make the cost of housing affordable for those with local links to Cumnor for their lifetime and beyond; calls upon the Government to include a requirement for local authorities to support community led housing in the National Planning Policy Framework, to urgently re-instate the Community Housing Fund to fund the work of Community Land Trusts, and to include the re-instating of funding for the local Collaborative Housing Hubs that provide support and expertise to Community Land Trusts; and asks for the creation of a Revolving Loan Fund.
