The UK and EU are committed to building a closer relationship and are negotiating agreements that will boost trade, enhance energy security and create opportunities for young people. The government takes all its international partnerships seriously and will ensure that UK-EU agreements are consistent with the UK’s wider international obligations.

This Government is currently negotiating a UK-EU Sanitary and Phytosanitary Agreement to reduce barriers to trade, improve the flow of agrifood goods and maintain high standards of biosecurity. The department expect the agreement with the EU to be consistent with Defra’s international obligations and have entered negotiations with the EU in full awareness of the department’s international commitments, including under the Comprehensive and Progressive Agreement for Trans-Pacific Partnership.

One of the biggest opportunities from CPTPP being a ‘living agreement’ comes from expanding the membership. CPTPP expansion helps UK companies grow their exports in a wider range of countries through a stable rules-based trading environment. It also supports UK companies’ resilience by enabling them to diversify and secure supply chains. Since entry into force of CPTPP, my department has been committed to ensuring UK businesses are prepared to take full advantage of the deal and that approach will continue as the agreement develops.

We have made a choice to align with the EU in some areas where it makes sense to do so in our national interest - such as our food and drink and emissions trading agreements. Combined, these agreements alone are set to add up to £9 billion a year to the UK economy by 2040. A linking agreement would also save UK industry from paying the EU CBAM charge on £7bn worth of UK exports. We have recently started negotiations on joining the internal electricity market. The government will ensure these agreements are consistent with its wider international obligations.

As outlined in the Government's Trade Strategy, the UK remains committed to the expeditious expansion of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) to new high-standards economies. One of the biggest opportunities from CPTPP comes from expanding the membership, thereby increasing the economic and strategic benefits of the agreement to the UK. The UK continues to work with CPTPP members to consider applications to join the group. Uruguay is currently going through the accession process, and CPTPP Parties have indicated an interest in beginning accession processes with the Philippines, Indonesia, and the United Arab Emirates this year.

Bilateral trade with Costa Rica was £1.2 billion in the four quarters to the end of Q4 2025, and accession to CPTPP can enhance our trading relationship through improved market access. This includes further liberalisation of Costa Rica’s professional services regime beyond any of their previous trade agreements, providing a more open market for UK professionals. This deal also presents an opportunity to boost goods exports: from day one, UK exporters will have duty-free access within a quota for cheese - with full elimination within 12 years - and duty-free access for confectionery and animal feed.

Specific analysis on the impact of energy price differentials on services exports to CPTPP has not been produced.
The Government published an Impact Assessment in 2023 that estimated the potential impacts of UK accession to CPTPP, which found that the majority of services sectors are expected to see an increase in exports as a result of UK accession.
DBT is continually monitoring implementation of the agreement and will conduct a comprehensive evaluation of its impacts.

All CPTPP accession applications remain under consideration by CPTPP members, and any decision to progress applications must be agreed by consensus.
The UK Government does not provide an ongoing commentary on applications to protect the confidentiality of CPTPP discussions and to observe the collective principles of the group. The UK Government has met with Taiwan, and other applicants, to discuss the UK's own experience of the accession process.
The UK has a strong trading relationship with Taiwan and engages on trade policy priorities with Taiwan through annual Trade Talks and the delivery of the UK-Taiwan Enhanced Trade Partnership.
