To ask the Secretary of State for Business and Trade, with reference to the Answer of 24 October 2025 to Question 82331 on Unite: Conference Centres and Hotels, what is the timetable for the completion of the Certification Officer’s investigation into Unite.
The Certification Officer operates independently of Government and is responsible for the conduct of investigations within his statutory remit. It is therefore for the Certification Officer to determine the timetable for the investigation. The Certification Officer has appointed an inspector to investigate the financial affairs of Unite the Union, including in respect of certain matters raised in the report referred to. Upon conclusion of the inspection, the Certification Officer will publish the inspector's report on the Certification Officer’s website as soon as reasonably practicable.

As previously publicly notified, an inspector, duly appointed by the Certification Officer, is carrying out the inspection under statutory powers. Accordingly, the Certification Officer is allowing that process to proceed. No formal notices have been served by the Certification Officer.
Section 33(7) of the Trade Union and Labour Relations (Consolidation) Act 1992 makes it an offence for any official or agent of a trade union to destroy, falsify or make false entries in documents relating to the union’s financial affairs.
BDO is a private entity, and the government cannot comment on its actions.

The Certification Officer has appointed an inspector to carry out the inspection in accordance with the Trade Union and Labour Relations (Consolidation) Act 1992. Under this process, the inspector has the statutory authority to require the production of relevant documents and digital information, and is empowered to request assistance, attendance and documentation, from officials and agents connected to the union, as well as from others who may be in possession of materials and information he considers relevant to his inspection, and it is their duty to comply. These powers ensure that the inspector can conduct a thorough and effective investigation.

The Certification Officer is required to publish a final report following an inspection, which includes the name of the inspector appointed to any such inspection. While the legislation does not specify a timeline for publication, it is expected that the Certification Officer will take a short period to reflect on the findings, consider any next steps, and provide a copy of the report to the union before publication. In respect of the funding of the BDO report, this is a matter for the union itself. The Certification Officer received this report to assist in fulfilling his statutory duties.

COVID-19 has affected the conference centre market so it has not been possible to establish if a national Government conference centre in York is viable. The situation will continue to be monitored and reviewed at a later date.

In February 2021, the Government Property Agency (GPA) considered establishing a conference centre in York. As part of this ongoing work, a number of aspects are being considered more broadly, including commercial considerations.

The UK Government understands that the Lithuanian government has indefinitely postponed the renovation of the Soviet-era Vilnius Palace of Concerts and Sports, located in the Šnipiškės Jewish cemetery. We are pleased to note the current and previous Lithuanian governments' efforts to work alongside the Jewish Community of Lithuania and the international Jewish community on the issue of this renovation.

It was a big relief to everyone that the Government withdrew their vaccine passport plan but, if we do see the return of vaccine passport ideas or other covid restrictions, please can the Government distinguish between events and conferences, where covid-secure measures and tracing are highly developed, and nightclubs and mass gatherings, where more precautions may be needed? They are very different sorts of venues, and they require different sorts of precautions.

The Government Property Agency recently studied the feasibility of locating a Government Conference Centre in York to provide an appropriate venue in the North of England to host international summits and conferences for the G7, G20 and Nato. An update will be provided in due course.
