That this House is concerned that costs in the railway industry have escalated massively since privatisation, with a five-fold increase in regulatory staff and massive rises in the cost of maintenance and renewals; welcomes, with some qualification, the current review of the structure of the railway industry as a great opportunity to tackle these problems; notes however that the review process has been badly handled; calls on the Secretary of State for Transport to set out clearly the terms of reference of this review and what he would like to emerge from the process; welcomes the decision to terminate the contract for the South Eastern franchise contract from Connex; notes that the management of South Eastern Trains has only been within the public sector for four months and that it is too early yet to judge what changes have taken place; and urges the Government to retain the South Eastern franchise as a public sector comparator from which to assess costs and performance within the railways so long as it is proven to prove the best value for money for the taxpayer.

That this House welcomes the decision to terminate Connex's ownership of the South Eastern railway franchise and that this service will now be run by the public sector, through the Strategic Rail Authority; further welcomes the fact that this is the first passenger service to be brought back into public ownership since privatisation; is concerned, however, that despite the poor record of privatised train operators, the SRA is proposing automatically to re-privatise this service by inviting private sector tenders for this service without considering a public sector option; and urges the Government to use its powers under the Transport Act to retain the South Eastern franchise in the public sector to help promote an integrated public railway system and ensure a better deal for the passenger and tax payer.

That this House welcomes the decision of the Strategic Rail Authority to strip Connex South Eastern of its franchise from December 2003; notes that between 1996-97 and 2001-02 Connex was given over ??400 million of public subsidy to run the South Eastern franchise and that the total amount of taxpayers' money handed out by the SRA and local passenger transport executives to all of the private train operators between 1995-96 and 2001-02 is ??7.6 billion; further notes that despite this enormous subsidy 20 per cent. of trains continue to run late and that many of the train operators are technically insolvent; and therefore calls upon the Government to under take a comprehensive review of the franchising process on the rail network with a view to taking the railways back into public ownership.
