Between 16 December 2025 and 10 March 2026, the government consulted on changes to the National Planning Policy Framework (NPPF). That consultation, which can be found on gov.uk here, included policies that recognised that the installation of energy efficiency and low carbon heating measures in listed buildings and conservation areas are an important public benefit to be taken into account when determining planning applications.
We are currently analysing the feedback received and will publish our response in due course.

DESNZ is seeking evidence and feedback on a proposal to mandate the installation of solar canopies on new outdoor car parks and explore opportunities for deployment on existing car parks, through a call for evidence which closes on June 18th. This includes evidence about exemptions to the proposal. Thorough assessments on how to take the policy forward, including the impact on conservation areas, will be made once the call for evidence has closed, and suitable evidence has been gathered and analysed.

This government is developing its approach to planning policy in respect of heritage and will consider the unimplemented actions identified in the review in question as part of that work.

The cross-government review of the barriers to adapt and retrofit listed buildings and homes in conservation areas (www.gov.uk/government/publications/adapting-historic-homes-for-energy-efficiency-a-review-of-the-barriers) was published in January 2024. This sets out the core challenges faced by homeowners and the actions government is taking to overcome barriers.
Changes to Permitted Development Rights in England, announced recently, will enable more air source heat pumps to be installed in homes, including those in conservation areas.
The Government has committed an initial £3.4bn over the next 3 years towards heat decarbonisation and household energy efficiency as part of the Warm Homes Plan. Further details will be set out in due course.

To facilitate the take up of renewable energy, nationally set permitted development rights enable the installation of solar equipment on or within the curtilage of buildings, including in conservation areas, without the need to submit a planning application. The rights are subject to certain conditions and limitations to protect local amenity. Proposals which go beyond what is allowed under the rights will require a planning application. Any such applications will be considered on their individual merits. We will continue to keep permitted development rights under review.

The Manual to the Building Regulations notes that where the functional requirement of Part B Fire Safety applies to buildings of special architectural or historic interest, local authority building control and conservation officers may be able to advise on how to comply appropriately, if guidance intended for common building situations might prove too restrictive.
We are aware of the action being taken by Barnet Council and continue to engage closely with them on the steps they are taking, following the Moss Hall Grove fire in June 2023.

We are aware of the action being taken by Barnet Council and continue to engage closely with them on the steps they are taking, following the Moss Hall Grove fire in June 2023. Department and Building Safety Regulator officials met with Barnet Council representatives on 10 April and visited the impacted buildings on 3 May. The British High Commission continues to meet with the Government of Tanzania, Maasai community leaders and non-government organisation (NGO) representatives to better understand the challenges faced by all parties and to support an open and constructive dialogue. Those discussions have made clear the complexities of meeting the needs of growing numbers of pastoralists and livestock in an environmentally and economically sustainable manner. An investigation conducted by the World Bank into events in Ruaha is ongoing. We continue to monitor the situation closely and support engagement by the parties involved, including to address any humanitarian issues.

The Government has consulted on proposals to extend permitted development rights to support housing delivery and the agricultural sector. This includes proposals to extend permitted development rights to allow farmers to convert agricultural buildings like barns to houses in national parks and other protected landscapes. We are currently analysing responses to this consultation, which closed on 25 September 2023. This includes consideration of whether this PDR extension would conflict with the statutory purposes of protected landscapes.
National Parks and National Landscapes represent our shared heritage and support our nation’s health and wellbeing. They are also crucial to delivering our commitments to tackle climate change and restore nature. To support them in this role we introduced measures in the Levelling Up and Regeneration Act 2023 placing a stronger requirement on partners to deliver on the statutory purposes of these areas.

The Government is fully committed to encouraging homeowners to incorporate energy efficiency measures in their properties in order to tackle climate change. Historic England, the Government’s adviser on heritage matters, publishes a range of advice on installing energy efficiency measures in historic buildings.
The Government has also recently undertaken a review of the practical planning barriers that households can face when installing energy efficiency measures such as improved glazing, including in conservation areas and listed buildings. An announcement on the outcome of the review will be made in due course.

Work is ongoing to meet the commitment made in the British Energy Security Strategy to review the planning barriers households face when installing energy efficiency measures in conservation areas and listed buildings.
The review will ensure protection of local amenity and heritage whilst making it easier to improve energy efficiency in protected buildings. It will be published in due course.
